It aims to enhance the existing Integrated Security Management (ISM) system by incorporating a biometric component to improve the efficiency and effectiveness of migration and border control processes. The Ministry is committed to aligning its systems with international standards and EU regulations, ensuring that the implementation of biometric technologies is secure, reliable, and compliant with data protection laws. The organization is focused on modernizing its approach to migration management and enhancing the capabilities of its security systems to better serve the needs of the country and its citizens.
Job Overview: The consultant will play a crucial role in the enhancement and expansion of the ISM system with its biometric component. This position requires a deep understanding of migration government systems, biometric technologies, and the integration of various government systems related to border control, visa processing, and asylum applications. The consultant will be responsible for analyzing user requirements, developing technical specifications, and coordinating the implementation of the biometric component. The consultant will also provide expert advice to ensure that all processes align with international biometric standards and EU data protection regulations. The role demands a proactive approach to problem-solving and a commitment to delivering high-quality results in a timely manner, ensuring that the final technical documentation is submitted to the International Organization for Migration (IOM) by the specified deadline.
Duties and Responsibilities: The consultant will be tasked with performing a comprehensive analysis of user requirements and operational workflows as defined by the working group. This includes collecting necessary materials about available market solutions, providing recommendations for improving the ISM system, and assisting in the preparation of technical specifications for required equipment and software. The consultant will deliver written explanations and opinions as requested, advise on risk management assessments, and ensure compliance with GDPR and relevant standards. Additionally, the consultant will assist in preparing various progress reports, ensuring that all assessments and recommendations are clear, comprehensible, and accepted by the working group. Performance indicators will include the timeliness and quality of delivered assessments, recommendations, and explanations, as well as the quality of assistance provided during report preparation.
Required Qualifications: Candidates must possess a university degree in Computer Science, Information Technology, Electrical Engineering, or a related field, with a preference for those holding a master's degree or diploma engineer qualifications. The consultant should have over 15 years of progressive experience in IT systems design, software engineering, and consulting, particularly in government institutions and international organizations. Proven expertise in biometric identification within government migration systems is essential, along with experience in national ID and border management systems, data protection, and security-sector IT solutions. Candidates should demonstrate a strong understanding of interoperability and compliance with EU regulations and GDPR, as well as advanced technical knowledge of .NET, C#, SQL Server, and enterprise-level architecture.
Educational Background: A university degree in Computer Science, Information Technology, Electrical Engineering, or a related field is required. Candidates with a master's degree or diploma engineer qualifications are preferred. A minimum of 240 ECTS credits is necessary to meet the educational requirements for this position.
Experience: The position requires over 15 years of progressive experience in IT systems design, software engineering, and consulting. Candidates should have extensive experience working with government institutions and international organizations, particularly in the context of biometric identification systems and migration management. Proven expertise in the design, implementation, optimization, and integration of biometric modules within large-scale national systems is essential, along with demonstrated experience in national ID and border management systems, ensuring compliance with data protection regulations.
Languages: Fluency in Bosnian/Croatian/Serbian and English (both spoken and written) is mandatory. The selection process will specifically evaluate proficiency in these languages, which may include written and/or oral assessments. Knowledge of IOM's official languages, which include English, French, and Spanish, is considered an asset but not mandatory.
Additional Notes: The consultant will be required to travel occasionally within Bosnia and Herzegovina to engage with stakeholder institutions as needed by the working group. The application must include a motivation letter detailing the candidate's vision for the development of biometrics in government migration systems, along with a CV highlighting relevant experience. Proof of formal education is mandatory, while proof of informal education qualifications and certifications is desirable but not required. The IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct that is incompatible with its aims and objectives, including discrimination and harassment.
