In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Monitoring and Evaluation (M&E) Associate plays a crucial role in supporting the planning, implementation, and monitoring of program results in alignment with UN Women’s strategic priorities. This position involves designing and implementing monitoring frameworks, data collection tools, and evaluation processes that enhance evidence-based decision-making and accountability. The M&E Associate is expected to foster a results-oriented culture within UN Women, promoting learning, knowledge sharing, and continuous improvement. The role requires collaboration with program teams to ensure effective monitoring and reporting of results, contributing to the overall mission of advancing gender equality and women's empowerment.
Duties and Responsibilities:
Support the incorporation of monitoring and reporting into program formulation by developing monitoring indicators, frameworks, and data collection tools in coordination with program teams. Review baseline data, set targets, and update monitoring calendars and field plans. Integrate evaluation findings into design" style="border-bottom: 1px dotted #007bff !important;">program design and planning processes.
Monitor and track results against country/regional level targets and UN Women Strategic Plan by analyzing monitoring data, standardizing data collection processes, and conducting joint monitoring visits.
Facilitate reporting of results to internal and external audiences by coordinating the preparation of donor and program reports, drafting narrative sections, and compiling partner progress reports.
Provide technical support in implementing the UN Women Evaluation Policy by coordinating evaluation processes, managing consultants, and ensuring effective communication of evaluation findings.
Facilitate knowledge building and sharing by documenting good practices, developing guidance materials, and conducting capacity-building sessions for staff and partners.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a strong understanding of program formulation and implementation, particularly in Results-Based Management (RBM). They should be adept at creating, editing, and presenting information clearly. Proficiency in managing data, documents, and reports is essential, along with a solid knowledge of monitoring and evaluation processes. Analytical and report writing skills are crucial, as is familiarity with UN program management systems. Candidates should demonstrate integrity, professionalism, and respect for diversity, along with effective communication and stakeholder engagement skills.
Educational Background: A minimum of secondary education is required, with a Bachelor’s degree in Social Sciences, Economics, Business or Public Administration, Gender Studies, International Development Studies, Women’s Studies, or a related field being desirable. Additional training or certification in Results-Based Management (RBM), Monitoring and Evaluation, or data analysis is considered an advantage.
Experience: Candidates should have at least 6 years of progressively responsible experience in monitoring and evaluation, reporting, or results-based management at the national or international level, or 3 years with a Bachelor’s degree. Experience in a computer environment using multiple office software packages is required, along with experience in supporting a team and designing monitoring frameworks. Knowledge of gender-sensitive indicators and experience in integrating gender perspectives into M&E processes is an asset, as is experience working with international organizations or development programs.
Languages: Fluency in Bosnian/Croatian/Serbian and English is required for this position, ensuring effective communication and collaboration within the diverse environment of UN Women.
