In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Gender Responsive Climate Officer will play a crucial role in the UN Women Country Office in Bosnia and Herzegovina, focusing on the intersection of gender and climate change. This position involves providing technical support for the implementation and management of gender-responsive green transitioning programs. The officer will be responsible for program planning, implementation, and monitoring, ensuring the quality of business processes, financial management, and knowledge sharing. The Climate Officer will work closely with national partners, including governmental and non-governmental organizations, to facilitate the integration of gender considerations into climate policies and initiatives. The role requires a proactive approach to identifying opportunities for capacity building and enhancing women's participation in climate-sensitive resource management and economic systems. The officer will also contribute to advocacy efforts, knowledge building, and communication strategies related to gender-responsive climate action.
Duties and Responsibilities: The Gender Responsive Climate Officer will have a diverse set of responsibilities, including:
Providing technical support for the implementation and management of gender-responsive green transitioning programs, including input to annual workplans and budgets.
Coordinating and monitoring the implementation of program activities, including organizing technical review committees and assessing partner capacities.
Reviewing and coordinating the submission of financial and narrative reports from implementing partners.
Training partners on Results Based Management to enhance their project implementation capabilities.
Monitoring progress on program activities, results, and indicators, and providing inputs to quarterly and donor reports.
Overseeing budget implementation and expenditures, performing budget revisions as necessary, and providing inputs to financial reports.
Building partnerships and contributing to resource mobilization strategies, including maintaining information databases and drafting project summaries and donor profiles.
Supporting inter-agency coordination on gender-responsive green transitioning to align UN Women programs with other partners in Bosnia and Herzegovina.
Contributing to advocacy, knowledge building, and communication efforts by providing technical inputs to background documents, organizing advocacy activities, and developing knowledge management products.
Required Qualifications: Candidates for the Gender Responsive Climate Officer position must possess a strong set of qualifications, including:
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage.
Demonstrated experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is essential.
Strong analytical skills and the ability to gather and interpret data effectively.
Knowledge of Results Based Management and experience with international standards related to project cycle management and monitoring and evaluation of projects.
Educational Background: The educational background required for this position includes a Master’s degree in climate and environmental sciences, social sciences, or a closely related field. Alternatively, candidates with a first-level university degree along with two additional years of relevant experience may be considered. A project/programme management certification such as PMP®, PRINCE2®, or MSP® would be an added advantage, indicating a formal recognition of the candidate's project management skills and knowledge.
Experience: The position requires at least 2 years of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Candidates should have demonstrated program/project experience, particularly in areas related to gender equality, human rights, and the impacts of climate change on women. Experience working on analytical or practical projects with a good understanding of the economic empowerment of women and climate-related impacts in Bosnia and Herzegovina is highly valued. Additionally, experience coordinating and liaising with government agencies, UN bodies/agencies, and/or donors is desirable, showcasing the candidate's ability to navigate complex stakeholder environments effectively.
Languages: Fluency in English is required for this position, as well as fluency in Bosnian/Croatian/Serbian. These language skills are essential for effective communication with partners, stakeholders, and in the preparation of reports and documentation related to the program's activities.
Additional Notes: The Gender Responsive Climate Officer position is a full-time role within the UN Women Country Office in Bosnia and Herzegovina. The incumbent will not be expected to lead a team but will oversee the work of Programme Associates and Assistants as needed. The role is integral to advancing gender-responsive green transitioning and climate change policymaking in the country, and candidates should be prepared for a dynamic work environment that requires collaboration with various stakeholders.
