Job Overview:
The position of Consultant for Biometric Identification Systems is crucial for the enhancement of the Information System of Migration (ISM) within the Ministry of security" style="border-bottom: 1px dotted #007bff !important;">Security of Bosnia and Herzegovina. The consultant will play a key role in analyzing user requirements and operational workflows, developing technical specifications, and ensuring that the biometric component of the ISM system aligns with international standards and EU data protection regulations. The consultant will be expected to provide expert advice and support throughout the implementation process, ensuring that the system meets the needs of over 1000 end-users, including police agencies and diplomatic representations. This role requires a deep understanding of biometric identification systems and the ability to communicate effectively with various stakeholders to achieve project goals.

Duties and Responsibilities:
The consultant will be responsible for performing a comprehensive analysis of user requirements and operational workflows, collecting necessary market solutions, and providing recommendations for improving the ISM system. Specific duties include: conducting assessments and delivering recommendations in a timely manner; preparing technical specifications for biometric components; assisting in the preparation of progress reports; and providing written explanations and opinions as requested by the working group. The consultant must ensure that all deliverables are clear, comprehensible, and compliant with best practices and relevant standards, including GDPR compliance. Additionally, the consultant will be expected to maintain high-quality communication and collaboration with the working group and other stakeholders throughout the project.

Required Qualifications:
Candidates must possess a completed degree in Information Technologies or Electrical Engineering in the field of Informatics, or a similar degree with a minimum of 240 ECTS credits. Furthermore, candidates should have over 7 years of progressive experience in automatic biometric identification systems, particularly with fingerprint or facial recognition technologies. A minimum of 5 years of experience in dactyloscopy and working with AFIS systems is also required. The consultant should demonstrate a strong understanding of technical documentation standards and possess excellent communication, leadership, and reporting skills, with the ability to coordinate multi-stakeholder teams effectively.

Educational Background:
The educational background required for this position includes a completed degree in Information Technologies or Electrical Engineering, specifically in the field of Informatics. Candidates should have a minimum of 240 ECTS credits, which indicates a comprehensive understanding of the technical and theoretical aspects of the field. This educational foundation is essential for the consultant to effectively analyze and implement biometric identification systems within the ISM framework.

Experience:
The position requires candidates to have significant experience in the field of biometric identification systems. Specifically, candidates should have over 7 years of progressive experience in automatic biometric identification, with a focus on fingerprint and facial recognition technologies. Additionally, candidates must have at least 5 years of experience working with AFIS systems and dactyloscopy, which is critical for understanding the complexities of biometric data processing and identification.

Languages:
Fluency in Bosnian/Croatian/Serbian and English, both spoken and written, is mandatory for this position.
