Job Overview: The Gender Responsive Climate Officer will play a crucial role in the UN Women Country Office in Bosnia and Herzegovina, focusing on the intersection of gender and climate change. This position involves program planning, implementation, and monitoring, ensuring that business processes are of high quality, and managing financial aspects of the programs. The Climate Officer will work closely with national partners to enhance women's participation in climate-sensitive resource management and economic systems. The role requires a comprehensive understanding of the impacts of climate change on women, particularly in the context of Bosnia and Herzegovina, where women are disproportionately affected by environmental challenges. The officer will be responsible for providing technical support for the implementation of gender-responsive green transitioning programs, coordinating activities, and ensuring that gender considerations are integrated into climate change initiatives. This position also involves capacity building for partners and stakeholders, monitoring progress on program activities, and contributing to advocacy and knowledge-building efforts related to gender-responsive climate action.
Duties and Responsibilities: The Gender Responsive Climate Officer will have a diverse set of responsibilities, including:
Providing technical support for the implementation and management of gender-responsive green transitioning programs, including input for annual workplans and budgets.
Coordinating and monitoring the implementation of program activities, including organizing technical review committees and assessing partner capacities.
Reviewing and coordinating the submission of financial and narrative reports from implementing partners.
Training partners on Results Based Management to enhance their capabilities.
Monitoring progress on program activities, results, and indicators, and providing inputs for quarterly and donor reports.
Overseeing budget implementation and expenditures, performing budget revisions as necessary, and providing inputs for financial reports.
Contributing to building partnerships and resource mobilization strategies, including maintaining databases and providing inputs for project documentation.
Supporting inter-agency coordination on gender-responsive green transitioning to ensure coherence with other UN Women programs.
Contributing to advocacy, knowledge building, and communication efforts by providing technical inputs for background documents, organizing advocacy activities, and developing knowledge management products. 1
Performing other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess a Master's degree in climate and environmental sciences, social sciences, or a closely related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage. The role requires strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. Candidates should have the ability to gather and interpret data, reach logical conclusions, and present findings effectively. Good analytical skills and knowledge of political participation and leadership are also essential.
Educational Background: The educational background required for this position includes a Master's degree in climate and environmental sciences, social sciences, or a closely related field. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to meet the educational requirements. A project/programme management certification is a plus and can enhance a candidate's qualifications for the role.
Experience: Candidates should have at least 2 years of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Demonstrated experience in program/project management, particularly in relation to gender equality, human rights, and the impacts of climate change on women, is highly valued. Experience working on analytical or practical projects and a good understanding of the economic empowerment of women and climate-related impacts in Bosnia and Herzegovina are essential. Familiarity with international standards related to Project Cycle Management and Monitoring and Evaluation of Projects is required, along with experience coordinating and liaising with government agencies, UN bodies/agencies, and/or donors.
Languages: Fluency in English is mandatory for this position, as well as fluency in Bosnian/Croatian/Serbian. Proficiency in these languages is essential for effective communication and collaboration with local partners and stakeholders.
Additional Notes: The position is not expected to lead a team but may involve overseeing the work of Programme Associates and Assistants as needed.
