In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The position of Expert en développement local is aimed at supporting the operationalization of gender considerations, climate change, and sustainable solutions related to unpaid care work in local planning processes. The expert will work closely with the Mairie de la Commune VI and the Agence de Développement Régional de Bamako to promote a more inclusive and equitable approach to local development. This role involves conducting a participatory diagnosis of unpaid care work and climate change issues within the commune, proposing concrete measures for integrating these dimensions into the various phases of the Programme de Développement Économique, Social et Culturel (PDESC). The expert will also facilitate capacity-building sessions for local stakeholders and provide technical support for workshops aimed at enriching the PDESC content. The overall goal is to ensure that the invisible yet fundamental contributions of women are recognized and effectively integrated into public actions and strategies at the local level.

Duties and Responsibilities:
The expert will be responsible for conducting a participatory analysis of the current PDESC and its evaluation report to assess the integration of gender, climate action, and sustainable solutions related to unpaid care work. They will identify entry points for better integration of these issues into the PDESC, provide technical and methodological support for the finalization of the PDESC 2016-2020, and assist in the development of the new PDESC with a focus on recognizing, reducing, and redistributing unpaid care work. The expert will also co-facilitate capacity-building workshops for local actors, produce interim reports and a final report documenting the process, results, recommendations, and proposed actions. Deliverables include a methodological approach document, an evaluation report, training materials, and a final mission report.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as development planning, local development engineering, gender and development, population and development, environmental studies, social protection, sociology, or related areas. They should have at least five years of professional experience in decentralized strategic planning or supporting local authorities in formulating and monitoring development plans. Experience in gender considerations related to access to basic social services and economic opportunities, particularly in regional and local development contexts, is essential. Knowledge of human rights instruments, particularly concerning the rights of women, children, and persons with disabilities, is also required. Proficiency in computer applications, especially MS Office, and experience with Geographic Information Systems (GIS) are advantageous.

Educational Background:
A Master's degree or equivalent in relevant fields such as development planning, local development engineering, gender studies, sociology, or environmental studies is required for this position. This educational background should provide the candidate with a solid foundation in the principles and practices of development planning and gender equality.

Experience:
The ideal candidate should have a minimum of five years of relevant professional experience in decentralized strategic planning or in providing support to local authorities regarding the formulation and evaluation of development plans. They should have a proven track record of working on at least two local development plans, including at least one urban commune plan. Experience in integrating gender considerations into local development processes and addressing climate change impacts on communities is crucial.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Knowledge of English and local languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

Additional Notes:
The position is based in Bamako, Mali, and may involve participation in activities organized by UN Women or other stakeholders in the region. The consultant will be responsible for their own medical insurance during the contract period, which should include international coverage if applicable. Payment for services will be made upon the successful delivery of specified deliverables, with a structured payment schedule based on the completion of key milestones. The consultant will maintain ongoing coordination with their supervisor to ensure effective execution of the tasks outlined in the terms of reference.
