Job Overview:
The ET Consultant - GFF Country Coordinator will play a crucial role in supporting the Global Financing Facility (GFF) initiatives aimed at improving health outcomes for women, children, and adolescents in Mali. This position involves working closely with the government and various stakeholders to develop and implement prioritized national health plans. The consultant will be responsible for organizing analytical work required for the Investment Case (IC), monitoring government expenditures, and facilitating resource mapping and expenditure tracking. The role also includes coordinating multi-stakeholder meetings, providing logistical support for GFF missions, and ensuring effective communication among all parties involved. The consultant will be expected to integrate monitoring of the IC with broader health sector plans and support the government in establishing a country platform for GFF engagement. This position requires a strong focus on stakeholder engagement, data analysis, and effective communication to advocate for evidence-based decision-making in health financing and resource allocation.

Duties and Responsibilities:
The duties and responsibilities of the ET Consultant - GFF Country Coordinator include: A. Prioritization and Alignment:
  • Organizing and supporting the implementation of analytical work for the Investment Case (IC) and rapid prioritization processes.
  • Assisting the GFF Government Focal Point in finalizing the IC and updating the Results Framework as necessary.
  • Leading assessments of the priorities and reform processes of the IC.
  • Monitoring government expenditures related to the IC and operational plans.
  • Supporting institutionalization of resource mapping and expenditure tracking.
  • Liaising with the GFF Secretariat to identify necessary technical expertise.
  • Integrating IC monitoring with broader health sector plans.
  • Helping the government align budget and monitoring frameworks. B. Coordination:
  • Supporting the formation of a country platform for GFF engagement.
  • Convening multi-stakeholder meetings and producing action plans.
  • Mapping technical and political forums for advocacy on health resource allocation.
  • Engaging in regional forums as appropriate. C. GFF Secretariat Support:
  • Providing status reports on GFF Trust Fund investments.
  • Contributing to the GFF Country Engagement platform.
  • Supporting preparation of Country Engagement Strategy Reviews.
  • Collaborating with results specialists to enhance data use.
  • Providing logistical support for GFF missions.
  • Offering technical assistance to the GFF Government focal point. D. Country Communications:
  • Producing communication materials to inform stakeholders about GFF processes.
  • Participating in multi-media missions as needed.
  • Conducting meetings with stakeholders to secure financing. E. Support for World Bank processes:
  • Ensuring effective use of BETF resources for IC development.
  • Organizing meetings with partners for improved coordination.
  • Supporting project operations and task teams in various processes.

Required Qualifications:
The required qualifications for the ET Consultant - GFF Country Coordinator position include a Master’s Degree in a relevant field such as Public Health, Public Administration, Economics, or Health Economics. Candidates must have at least 10 years of work experience in areas related to reproductive, maternal, newborn, child, and adolescent health and/or health systems strengthening. Demonstrated experience in stakeholder engagement and coordination is essential, along with proven leadership skills to foster collaboration and accountability. Strong organizational skills, the ability to analyze data for decision-making, and proficiency in problem-solving are also required. Excellent communication skills in English, with the ability to adapt messages for diverse audiences, are crucial for this role. Knowledge of GFF-related systems and experience in health financing will be considered an asset.

Educational Background:
Candidates must possess a Master’s Degree in a field relevant to the work of the GFF, such as Public Health, Public Administration, Economics, or Health Economics. This educational background is essential for understanding the complexities of health systems and the socio-economic factors influencing health outcomes.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in areas related to reproductive, maternal, newborn, child, and adolescent health, as well as health systems strengthening. Candidates should have a strong results-focus and experience in coordinating stakeholders across various sectors, including government, donors, and civil society.

Languages:
The mandatory language for this position is English, as it is essential for communication and documentation. Additionally, proficiency in French is preferred, as it may facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work in Mali.

Additional Notes:
This position is a local recruitment opportunity with a term duration of one year, which may be renewable at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum ET appointment of three years.
