Job Overview:
The Senior Programme Officer (Migrant Protection and Assistance (MPA)) will be responsible for the overall management, oversight, and coordination of the EU-funded project for the Protection and Reintegration of returning migrants to Mali. This role involves leading the Country Office’s Protection Division in IOM Mali and working closely with heads of sub-offices, transit centers, and project managers to ensure effective coordination and implementation of project activities. The officer will exercise administrative, operational, and financial management responsibility for relevant projects under EU funding, ensuring that programs align with IOM and donor requirements. The position requires developing an IOM Protection strategy for Mali, establishing partnerships with key stakeholders, and increasing IOM's support to the government in strengthening capacity and legal frameworks related to migration issues.

Duties and Responsibilities:
  • Manage and oversee EU-funded projects, ensuring compliance with IOM and donor requirements.
  • Supervise and direct programme coordinators and staff responsible for implementing protection interventions.
  • Develop an IOM Protection strategy in coordination with the Head of Program Policy and Support Unit (PPSU).
  • Establish partnerships with stakeholders, including the government of Mali and NGOs, to promote integrated protection interventions.
  • Support the government in strengthening policies and legal frameworks related to trafficking and vulnerable migrants.
  • Ensure coherence between EU programming and other mission programs.
  • Represent IOM in coordination forums and meetings with the European Delegation and EU Member States.
  • Mobilize resources for new projects and develop proposals.
  • Disseminate the protection division mandate and provide training and capacity building support. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Law, Political or Social Sciences, Social Work, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have specific experience in the protection sector, including program coordination and representation, and must demonstrate a strong track record of effective working relationships with various stakeholders.

Educational Background:
A Master’s degree in Law, Political or Social Sciences, Social Work, or a related field is required. Candidates with a University degree in the same fields must have nine years of relevant professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have extensive experience working within the protection sector, including program coordination and large-scale managerial responsibilities. Experience in complex case management and liaising with governmental authorities and other institutions is essential. Candidates should also have a professional background in humanitarian and development fields related to migration, refugee, and IDP issues, with increasing levels of responsibility. Fieldwork experience in multiple duty stations, particularly in the Sub-Saharan region or Africa, is an asset.

Languages:
Fluency in English and French is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is advantageous. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Short Term Graded contract for up to 9 months, with an initial duration of 6 months. Internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
