Job Overview: The Consultant International will provide technical support to the ONU Femmes Mali team throughout the process of developing the new Strategic Note for 2027-203
This role involves ensuring a results-based approach and alignment with national frameworks and the UNSDCF, as well as the global strategic plan of ONU Femmes. The consultant will conduct a diagnostic analysis of challenges and opportunities within various program units, which is crucial for targeting future consultations with stakeholders involved in gender equality and women's empowerment in Mali. The overall objective is to integrate recommendations from the evaluation of the current Strategic Note (2020-2026) and to define coherent interventions, concrete solutions, strategic partnerships, and effective coordination mechanisms for the new Strategic Note.
Duties and Responsibilities: The consultant will be responsible for providing guidance to ONU Femmes in the development of the new Strategic Note, reviewing key documents such as the final evaluation of the country portfolio and the current Strategic Note, and organizing consultations with stakeholders. Specific tasks include conducting a thorough analysis of the context and issues, developing the theory of change, drafting the narrative of the Strategic Note, and preparing the final version for validation. The consultant will also be expected to facilitate workshops, synthesize findings from consultations, and ensure that the new Strategic Note aligns with the UNSDCF and national priorities.
Required Qualifications: Candidates must possess a Master's degree in public administration, governance, political science, economics, social sciences, rural development, environment, development management, gender studies, or a related field. They should have a strong understanding of gender issues and women's empowerment, as well as experience in developing or evaluating sectoral programs. A minimum of 10 years of relevant experience is required, including substantial participation in evaluations related to gender in the last three years. Knowledge of the political, economic, and social context of Mali, as well as strong analytical and communication skills, are essential.
Educational Background: A Master's degree in a relevant field such as public administration, governance, political science, economics, social sciences, rural development, environment, or gender studies is required. This educational background should provide the necessary theoretical and practical knowledge to effectively contribute to the development of the Strategic Note.
Experience: The position requires a minimum of 10 years of professional experience in developing or evaluating sectoral programs, with a focus on gender-related interventions. Candidates should have a proven track record of working with the UN system or other significant technical and financial partners in Mali, as well as experience in facilitating workshops and consultations with diverse stakeholders.
Languages: Fluency in French is mandatory, and a good command of English, both spoken and written, is required. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse stakeholders in Mali.
Additional Notes: The consultant will work in a hybrid mode, combining fieldwork with remote work. The payment will be made in three installments based on deliverables, with specific deadlines for each phase of the consultation process. The evaluation of the consultant's performance will be based on criteria such as adherence to deadlines, quality of work, and effective communication. Candidates must submit a technical proposal detailing their understanding of the mandate and a completed P11 form.
