Job Overview: The Procurement Specialist position is crucial for the effective management of procurement processes within the Mali Country Office of IDLO. This role involves close collaboration with program teams to assess and fulfill procurement needs while ensuring compliance with IDLO's procurement policies and procedures. The Procurement Specialist will be responsible for creating and updating procurement plans, organizing procurement processes, and providing guidance to program teams on procurement procedures. The position requires a proactive approach to enhance the procurement capacity of the office and ensure efficient delivery of goods and services. The successful candidate will play a key role in developing vendor registration policies, conducting market research, and maintaining supplier performance records, thereby contributing to the overall effectiveness of IDLO's operations in Mali.
Duties and Responsibilities: The Procurement Specialist will undertake a variety of duties, including but not limited to: creating and updating procurement plans for the Mali country office and associated projects; organizing procurement processes upon request, which includes preparing solicitation documents, soliciting offers, and evaluating bids/proposals and contracts in compliance with IDLO procurement policies; coordinating the preparation, reconciliation, and closure of Purchase Orders (PO) and Contracts with suppliers in collaboration with Headquarters; providing inputs and suggestions to the Finance Manager and Country Manager for developing vendor registration policies and reviewing existing vendor evaluation criteria; conducting market research to provide operational insights on local industry standards, including payment practices and framework agreements; developing and maintaining a roster of suppliers and ensuring accurate recording of supplier performance; offering day-to-day guidance and support to program teams on procurement procedures; coordinating the revision and update of the asset inventory; providing procurement support as needed, ensuring alignment with IDLO policies; and liaising with IDLO HQ for support and guidance.
Required Qualifications: Candidates must possess a University Degree in Procurement, Business/Public Administration, Supply Chain Management, or a related field. Specialized training in procurement is considered an asset, and a professional qualification in procurement is desirable. Additionally, candidates should have a minimum of 5 years of experience in procurement or supply chain roles, with a strong emphasis on contract management. Experience in intergovernmental and/or international organizations is highly desirable, as it demonstrates familiarity with the unique challenges and requirements of such environments.
Educational Background: The educational background required for this position includes a University Degree in a relevant field such as Procurement, Business/Public Administration, or Supply Chain Management. Specialized training in procurement practices is advantageous, and candidates with professional qualifications in procurement will be given preference. This educational foundation is essential for understanding the complexities of procurement processes and effectively managing supplier relationships.
Experience: The position requires a minimum of 5 years of relevant experience in procurement or supply chain roles, with a strong focus on contract management. Candidates with experience in intergovernmental and/or international organizations will be preferred, as this experience provides valuable insights into the procurement practices and policies that govern such entities. The ideal candidate will have a proven track record of successfully managing procurement processes and demonstrating the ability to navigate the challenges associated with procurement in a complex organizational environment.
Languages: Fluency in both spoken and written French and English is required for this position. Additional Notes: This position is locally recruited, and IDLO offers an Affiliate contract for a duration of 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary for this role is XOF 14,225,857, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules. The position is open to candidates who are nationals of Mali or possess permanent resident status or other legal authorization to work in the country. It is important to note that local recruits are not eligible for allowances or benefits exclusive to international employees.
