Job Overview:
The HR Specialist position is crucial for the effective management of human resources within the Country Office in Mali. Reporting to the Country Manager and working closely with the Head of HR Operations at IDLO Headquarters in Rome, the HR Specialist will ensure the smooth operation of HR services, adhering to IDLO policies and local regulations. This role encompasses a wide range of HR functions, including administration, recruitment, onboarding, payroll review, and employee support. The HR Specialist will be expected to provide practical guidance to employees and managers, ensuring compliance with HR processes and fostering a collaborative work environment. The position requires a proactive approach to HR operations, with an emphasis on maintaining accurate records and facilitating effective communication within the organization.

Duties and Responsibilities:
The HR Specialist will undertake various responsibilities, including: 1. Supporting the consistent application of IDLO employee regulations and policies, providing guidance to employees and managers on HR processes, benefits, and documentation. 2. Administering HR records and personnel files, preparing HR documentation for review, and compiling HR data and reports for the Country Office and Headquarters. 3. Assisting in the end-to-end recruitment process for local positions, including drafting vacancy announcements, screening applications, and coordinating candidate communications. 4. Supporting learning and development activities, including onboarding and performance management administration. 5. Facilitating employee relations by maintaining accurate records and providing guidance on HR procedures, while escalating sensitive matters as necessary.

Required Qualifications:
Candidates must possess a first-level university degree in Human Resources, Business Administration, Public Administration, or a related field. Additional training or certification in HR administration or payroll is desirable. A minimum of 5 years of relevant professional experience in HR administration, recruitment support, and payroll review is required. Experience in an international, non-governmental, multilateral, or development organization is highly desirable, showcasing the ability to navigate complex HR environments and contribute effectively to organizational goals.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as Human Resources, Business Administration, or Public Administration. Candidates with additional training or certification in HR administration or payroll will have an advantage, as this demonstrates a commitment to professional development and expertise in the field.

Experience:
The HR Specialist role requires a minimum of 5 years of relevant professional experience in HR administration, recruitment support, employee records management, and payroll review. Candidates should have a proven track record of working in HR operations, preferably within international or development organizations, which will provide them with the necessary skills to navigate the complexities of HR in a diverse and dynamic environment.

Languages:
Fluency in both spoken and written French and English is required for this position. This bilingual proficiency is essential for effective communication within the organization and with external stakeholders, ensuring that HR processes are understood and followed by all employees and managers.

Additional Notes:
This position is locally recruited, offering an Affiliate contract of 12 months with the possibility of extension based on performance and funding availability. The annual basic salary for this role is XOF 14,225,857, along with medical insurance and leave entitlements as per IDLO Employee Regulations. The position is open to candidates who are nationals of Mali or have permanent resident status or legal authorization to work in the country.
