Job Overview:
The Finance Manager plays a crucial role in overseeing and coordinating the financial operations of IDLO’s Country Office in Mali. This position is responsible for ensuring compliance with IDLO policies, donor regulations, and national laws. The Finance Manager provides strategic and operational financial leadership, supporting effective program delivery through sound financial management practices. The role involves close collaboration with the Country Manager, program teams, and finance staff at IDLO Headquarters in Rome. The incumbent will implement finance policies and procedures to ensure efficient financial support for IDLO’s programming, thereby contributing to the overall mission of the organization.

Duties and Responsibilities:
The Finance Manager will lead the monthly financial close for the Country Office, preparing and consolidating financial reports while ensuring accuracy and timeliness. Responsibilities include coordinating year-end closing activities, managing accounts payable by reviewing and processing expenditures, and ensuring compliance with IDLO policies. The role also involves cash and bank management, where the Finance Manager will review cash forecasts and maintain effective controls over cash management. Additionally, the Finance Manager will oversee grants and budget management, ensuring costs are allocated according to approved budgets and reviewing budget performance. The position includes sub-grants management, where the incumbent will participate in the pre-assessment of implementing partners and coordinate sub-granting processes. Internal control is another critical aspect, ensuring compliance with statutory requirements and conducting regular monitoring. The Finance Manager will also manage the finance team, providing direction and support for performance management, and act as the lead for audits, coordinating responses to audit requests.

Required Qualifications:
Candidates must possess a university degree in a relevant field such as Finance, Business, or Accounting. A professional accounting certification from a recognized institution (e.g., ACCA, CPA, ACA) is required. Additionally, a minimum of 7 years of relevant experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, reporting, and accounting is necessary, with at least 3 years of supervisory experience. Specific knowledge of International Public Sector Accounting Standards (IPSAS) and experience with Enterprise Resource Planning (ERP) systems, particularly MS NAVISION, is essential. Candidates should demonstrate advanced proficiency in Microsoft Excel and have experience in donor budgeting and reporting.

Educational Background:
The position requires a university degree in Finance, Business, or Accounting. A professional accounting certification from a recognized institution is mandatory. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to manage financial operations effectively.

Experience:
The Finance Manager should have a minimum of 7 years of relevant experience in financial analysis, reporting, and accounting, preferably within an international working environment. This experience should include at least 3 years in a supervisory role, demonstrating the ability to lead and manage a finance team effectively.

Languages:
Fluency in both French and English is required for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, particularly in a multicultural setting.

Additional Notes:
This position is locally recruited and offers an Affiliate contract of 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary is XOF 16,597,394, along with medical insurance and leave entitlements as per IDLO regulations. The position is open to candidates who are nationals of Mali or have permanent resident status. Local recruits are not eligible for international allowances or benefits.
