Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer (FSO) plays a crucial role in overseeing security risk management for IDLO personnel, premises, assets, and programs within the designated IDLO office in Mali. Reporting directly to the Country Manager and receiving technical direction from the Regional Security Officer (RSO), the FSO is responsible for ensuring that appropriate security measures and policies are implemented effectively. This position requires a proactive approach to monitoring security issues, providing necessary training and support to IDLO personnel, and ensuring compliance with security policies and procedures. The FSO will also be instrumental in advising on security directives and facilitating a culture of security within the organization. The role demands a comprehensive understanding of the local security environment and the ability to assess risks associated with IDLO's operations, thereby ensuring the safety and security of all personnel involved.

Duties and Responsibilities:
The Field Security Officer (FSO) will have a range of responsibilities, including but not limited to: 1. Directly overseeing the security infrastructure and daily operations at the Mali country office, ensuring that security measures are in place and effective. 2. Reviewing and updating security procedures and guidelines to align with IDLO's Security Policy and in-country Security Risk Assessments, recommending changes as necessary. 3. Assessing program strategies for exposure and risk, determining appropriate risk mitigation measures to protect IDLO personnel and assets. 4. Advising the Senior Management Team (SMT) in-country and IDLO personnel on risks associated with their work and the local environment, promoting a culture of security awareness. 5. Communicating security risk management developments to the RSO Sahel to ensure a clear understanding of country and regional security issues. 6. Building networks with security representatives from other organizations, including the United Nations and local government security forces, to establish a support infrastructure for emergency response and to anticipate emerging security issues.

Required Qualifications:
Candidates must possess a bachelor's degree and have at least 5 years of experience in security management within UN, NGO, or intergovernmental organizations. The ideal candidate will demonstrate a strong understanding of security protocols and risk management practices, as well as the ability to effectively communicate and collaborate with various stakeholders. Additionally, candidates should exhibit a commitment to ethical practices and the mission of IDLO.

Educational Background:
A bachelor's degree is required for this position. The degree should ideally be in a relevant field such as security management, international relations, or a related discipline that provides a solid foundation for understanding security issues in a complex environment.

Experience:
Candidates should have a minimum of 5 years of relevant experience in security management, particularly within the context of UN, NGO, or intergovernmental organizations. This experience should include a demonstrated ability to assess security risks, develop and implement security policies, and provide training and support to personnel in a field environment.

Languages:
Fluency in both spoken and written French and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and local communities.

Additional Notes:
This position is locally recruited and offers an Affiliate contract for 12 months, with the possibility of extension based on performance and funding availability. The annual salary for this role is XOF 16,597,394, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules. Candidates must be nationals of Mali or possess permanent resident status or legal authorization to work in the country. Local recruits are not eligible for allowances or benefits exclusive to international employees.
