Job Overview: The Reintegration Officer will play a crucial role in managing and coordinating the Migrant Protection, Return and Reintegration Assistance Programme (MPRR) in Mali. This position involves overseeing reintegration activities, managing staff, and ensuring compliance with IOM standards. The officer will work under the supervision of the Chief of Mission and the Senior ProgrammeCoordinator, focusing on the implementation of reintegration strategies that protect the rights and dignity of migrants. The role requires collaboration with various stakeholders, including government entities, civil society, and private sector partners, to enhance reintegration efforts and ensure effective case management. The officer will also be responsible for monitoring and evaluating reintegration activities, drafting reports, and contributing to project proposals and resource mobilization initiatives.
Duties and Responsibilities:
Plan, manage, and coordinate MPRR-SSA reintegration activities in Mali, including budgeting, implementation, and monitoring.
Oversee and coordinate IOM reintegration caseworkers and assistants, as well as reintegration and protection partners.
Provide supervision, training, and ongoing counseling to staff while establishing a sound case management system in compliance with IOM standards.
Maintain and adapt national reintegration schemes and coordination structures in collaboration with national counterparts, enhancing partnerships with the private sector.
Coordinate the evaluation and implementation of national Standard Operating Procedures (SOPs) related to return and reintegration.
Mainstream protection into reintegration activities, ensuring adequate assistance for vulnerable migrants.
Assess training and capacity-building needs among local authorities and NGOs.
Provide technical assistance and capacity-building support to implementing partners and government counterparts.
Ensure adequate monitoring and evaluation of reintegration activities, utilizing accountability mechanisms for improvements. 1
Draft quality internal and external reports on reintegration activities. 1
Contribute to the development of project concepts and resource mobilization initiatives. 1
Ensure synergies with other relevant programs and capitalize on lessons learned. 1
Maintain close contacts with national and state authorities, program partners, and donors to enhance reintegration activities. 1
Undertake duty travel as requested. 1
Perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in law" style="border-bottom: 1px dotted #007bff !important;">International Law, Development Studies, Political Science, International Relations, Social Studies, Psychology, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have professional experience in assisted voluntary return and reintegration, community reintegration, or similar direct assistance work, and experience working with specialized international agencies is preferred. Previous work in protection, including child protection and counter-trafficking, is also advantageous, as is experience in project management and monitoring and evaluation.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Law, Development Studies, Political Science, International Relations, Social Studies, or Psychology from an accredited academic institution. Alternatively, candidates may hold a University degree in these fields with additional years of relevant professional experience. It is essential that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: The position requires a significant level of professional experience, specifically five years for candidates with a Master’s degree or seven years for those with a University degree. Experience should be in areas related to assisted voluntary return and reintegration, community reintegration, or similar direct assistance work. Candidates should also have experience working with specialized international agencies, including UN Agencies, International Organizations, and International NGOs. Previous work on protection issues, such as child protection and counter-trafficking, is preferable, and experience in project management and monitoring and evaluation is considered an asset.
Languages: Fluency in English and French is required for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of another official UN language, such as Arabic, Chinese, Russian, or Spanish, is considered an advantage. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is Special Short Term Graded, with an initial duration of 6 months, extendable up to 9 months. The position is classified at the P-3 grade level. The recruitment process is open to internationally recruited professional staff, who are required to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
