Job Overview: The Associate Supply Chain Officer position is designed for individuals who will work under the overall supervision of the Chief of Mission and direct supervision of the Supply Chain Officer. This role involves close collaboration with the Regional Office in Cairo, Egypt, and coordination with the Supply Chain Division at Headquarters. The primary responsibility of the Associate Supply Chain Officer is to complete straightforward and defined supply chain activities and transactions in accordance with IOM's regulations and rules. The officer will be expected to deliver quality goods and services to beneficiaries at optimal prices and in a timely manner. This includes studying sources of supply, requesting quotations, examining cost estimates, and making recommendations for contractor selection. The role also involves drafting reports, monitoring purchase orders, executing procurement transactions, and ensuring compliance with financial regulations. The Associate Supply Chain Officer will play a crucial role in maintaining communication with requisitioning staff and ensuring that procurement processes are conducted fairly and transparently.
Duties and Responsibilities: The duties and responsibilities of the Associate Supply Chain Officer include:
Completing defined supply chain activities and transactions according to IOM regulations.
Studying sources of supply and requesting quotations from selected vendors.
Examining submitted cost estimates for reasonableness and adequacy.
Making recommendations on contractor selection methods.
Drafting or compiling sections of progress reports and briefing notes.
Reviewing and monitoring Purchase Orders and contracts for adequacy of information.
Maintaining regular communication with requisitioning staff to clarify necessary information.
Executing routine procurement transactions and keeping supervisors informed of issues.
Determining availability of funds and performing financial calculations. 1
Ensuring receipts are obtained for cash payments. 1
Tracking procurement and logistical needs of the country office. 1
Performing initial cost/price analysis and preparing background information for procurement consolidation. 1
Applying internal control mechanisms for supply chain processes. 1
Performing other duties as assigned.
Required Qualifications: The required qualifications for the Associate Supply Chain Officer position include:
A Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, or a University degree in the same fields with two years of relevant professional experience.
Familiarity with administrative and internal control procedures.
Proficiency in office software packages, particularly MS Word and Excel, and knowledge of spreadsheet and data analysis.
Experience working with vendors and suppliers is essential.
Knowledge of IOM/UN internal procurement and financial rules is advantageous.
Excellent computer literacy and familiarity with SAP is a plus.
Educational Background: Candidates must possess either a Master’s degree in relevant fields such as Business Administration, Supply Chain Management, Logistics, or Procurement from an accredited academic institution, or a University degree in the same fields accompanied by two years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: Candidates should have experience in procurement and contract management, asset management, and/or vendor management. Additionally, familiarity with administrative and internal control procedures is necessary. Experience in using office software packages, particularly MS Word and Excel, along with knowledge of spreadsheet and data analysis, is also required. Experience working with vendors and suppliers will be beneficial for this role.
Languages: Fluency in Arabic, French, and English is required for this position, both oral and written. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of another official UN language, such as Chinese, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-1 grade level and is intended for professional recruitment. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must be mobile and willing to relocate if necessary.
