Job Overview:
The Programme CBI Associate position is crucial for supporting the overall management cycle of cash-based interventions (CBI) within the framework of UNHCR standards. This role encompasses a blend of programme planning, monitoring, and reporting, alongside technical and operational responsibilities. The position involves developing and managing the UNHCR Regular CBI database, preparing accurate beneficiary lists for assistance through bank ATM/IRIS systems, and generating various data reports as required by management. The associate will also be responsible for maintaining CBI-related databases, ensuring data accuracy and compliance with data protection standards, and supporting monthly reconciliation and refund processes for cash assistance projects. Additionally, the role includes coordinating with partners to ensure accurate beneficiary information and conducting post-distribution monitoring to evaluate programme impact and effectiveness. Overall, the Programme CBI Associate will play a vital role in enhancing the efficiency and effectiveness of cash-based interventions, contributing to the overall mission of UNHCR.

Duties and Responsibilities:
The duties and responsibilities of the Programme CBI Associate include:
  • Supporting the overall programme management cycle for cash-based interventions, ensuring compliance with UNHCR standards.
  • Developing and administering the UNHCR Regular CBI database, ensuring data accuracy and integrity.
  • Preparing and administering accurate beneficiary lists for cash assistance through bank ATM/IRIS systems.
  • Generating CBI data reports based on standard reporting formats and ad-hoc requests from management.
  • Managing and maintaining CBI-related databases, ensuring compliance with data protection standards.
  • Supporting monthly reconciliation and refund processes for cash assistance projects.
  • Coordinating with partners and focal points to ensure accurate beneficiary information and smooth delivery of assistance.
  • Assisting in developing and conducting post-distribution monitoring (PDM) to evaluate programme impact and effectiveness.
  • Providing technical support and troubleshooting for CBI systems, escalating unresolved issues to the supervisor. 1
  • Collaborating with team members and stakeholders to enhance the overall effectiveness of cash-based interventions.

Required Qualifications:
The required qualifications for the Programme CBI Associate position include:
  • A Bachelor’s degree or equivalent in Business Administration, Economics, Social Sciences, or other relevant fields.
  • A minimum of 2 years of relevant work experience in programme management or related processes.
  • Demonstrated experience in programme management, particularly in cash-based interventions.
  • Strong knowledge of Results-Based Management principles.
  • Proficiency in computer skills, particularly in MS Office, with advanced Excel skills including pivot tables and data management.
  • Excellent knowledge of computer software and database applications, with experience in Microsoft SQL Server (2005 or later) being preferable.
  • Strong analytical and reporting skills in both English and French, with attention to detail.
  • Ability to work effectively with vulnerable populations while maintaining confidentiality in line with data protection standards.
  • Flexibility, team working skills, and professional integrity.

Educational Background:
The educational background required for the Programme CBI Associate position includes a Bachelor’s degree or higher in relevant fields such as Business Administration, Economics, or Social Sciences.
