Job Overview:
The Programme Associate will play a crucial role in supporting the management, implementation, monitoring, and coordination of the UN Joint Programme 'Tamkeen' in Egypt. This position requires advanced administrative support to ensure that the programme aligns with UN policies and contractual obligations. The Programme Associate will be primarily based at the UN Women Egypt Country Office but will also spend time at the National Council for Women, which is the lead government entity for the programme. The role involves providing administrative and logistical support for the formulation and management of the programme, including preparing work plans, budgets, and proposals. The Programme Associate will also be responsible for technical guidance on routine delivery and reporting of programme activities and finances, ensuring compliance with audit recommendations, and maintaining proper documentation. This position is integral to the success of the 'Tamkeen' programme, which focuses on enhancing women's leadership, socio-economic empowerment, and preventing gender-based violence against women and girls.

Duties and Responsibilities:
The Programme Associate will undertake a variety of duties, including:
  • Providing administrative support in the preparation of programme work plans, budgets, and proposals.
  • Offering technical guidance to the Egypt Country Office (ECO) and executing agencies on the delivery and reporting of programme activities and finances.
  • Preparing information for audits and supporting the implementation of audit recommendations.
  • Reviewing programme data for the ECO website and maintaining proper filing of programme documents.
  • Drafting formal correspondence in both Arabic and English.
  • Supporting financial management by creating projects in the Quantum system, preparing budget revisions, and monitoring budget preparation.
  • Undertaking logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
  • Preparing public information materials and briefing packets, as well as assembling briefing materials for presentations.
  • Assisting in resource mobilization efforts by preparing cost-sharing agreements and processing information from donors. 1
  • Facilitating knowledge building and sharing by supporting the synthesis of lessons learned and organizing training for office personnel and partners.

Required Qualifications:
Candidates must possess a strong understanding of programme management and the ability to execute administrative processes effectively. They should have the capability to create, edit, and present information in clear formats, manage data and documents, and demonstrate strong financial and budgeting skills. Proficiency in IT and office software is essential, as is the ability to work collaboratively within a team environment. The role requires a proactive approach to problem-solving and effective communication skills, particularly in relation to gender issues and stakeholder engagement.

Educational Background:
Completion of secondary education is required for this position. A Bachelor’s degree in business or public administration is desirable, as it provides a solid foundation for the administrative and management tasks associated with the role. This educational background will equip candidates with the necessary skills to navigate the complexities of programme management and support.

Experience:
Candidates should have at least 6 years of progressively responsible experience in administration or programme management/support. This experience should include working in a computer environment with multiple office software packages and supporting a team effectively. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable, as it indicates a level of technological proficiency that is beneficial for the role.

Languages:
Fluency in both English and Arabic is required for this position, as the Programme Associate will be expected to draft correspondence and communicate effectively in both languages. Knowledge of another official UN language, such as French, is considered desirable and may enhance the candidate's profile.

This position is full-time and involves a significant commitment to the UN Joint Programme 'Tamkeen'. The Programme Associate will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
