Job Overview: The consultancy aims to enhance the institutional and human capacity of key stakeholders, particularly the Women Complaint office at the National Council for Women (NCW), as part of the Tamkeen project. The primary focus is to empower stakeholders to effectively support adolescent girls in accessing comprehensive information and essential services related to Gender-Based Violence Against Women and Girls (GBVAWG). The consultant will design and deliver three intensive three-day capacity-building workshops between June and August 2026, targeting approximately 60 trainees from NCW and other stakeholders. The workshops will utilize the Integrated Essential Services Package (ESP) for Adolescent Girls developed by UNFPA, which serves as a vital guideline for addressing GBVAWG issues. The consultant will also be responsible for reviewing and adapting training materials, conducting assessments, and compiling a final report detailing the training outcomes and recommendations.
Duties and Responsibilities: The consultant will be responsible for several key deliverables and tasks, including:
Reviewing, translating into Arabic, and adapting existing training materials developed by UNFPA, including participant handbooks and facilitator notes.
Designing and implementing pre- and post-training assessments to measure knowledge transfer and skill development among trainees.
Organizing and delivering three rounds of three-day training workshops, which will take place outside Cairo, potentially in Alexandria or Fayoum.
Submitting all final training materials, including slides, additional reading materials, and best practice guides in electronic formats.
Compiling and submitting a comprehensive final report that details training outcomes, recommendations, and lessons learned.
Ensuring adherence to ethical standards and safeguarding principles throughout the consultancy, particularly when engaging with the training audience.
Required Qualifications: The consultant must possess strong expertise in adolescent reproductive health and rights, gender-based violence against women and girls, and capacity building. A proven track record of delivering training to governmental and non-governmental stakeholders is essential. The consultant should also have excellent facilitation and presentation skills, strong analytical and report-writing abilities, and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Additionally, the consultant must demonstrate a deep understanding of child rights, gender equality, and child protection issues, along with the ability to work independently and manage multiple tasks effectively.
Educational Background: An advanced university degree (Master's or PhD) in Public Health, Social Sciences, Development Studies, Gender Studies, Education, or a related field relevant to the training subject is required for this position. This educational background is crucial for understanding the complexities of adolescent health and gender issues, as well as for developing effective training curricula and materials.
Experience: The consultant should have a minimum of 4-6 years of progressive professional experience in designing and delivering capacity-building programs, particularly on adolescent-related topics, GBVAWG, youth health, or related social development topics. Demonstrated experience in developing comprehensive training curricula and materials for adult learners is essential. Familiarity with the Egyptian context, especially regarding women's and adolescent girls' rights and health services, is highly desirable. Prior experience working with UN agencies or EU-funded programs is considered a strong asset.
Languages: Fluency in Arabic is mandatory, both written and spoken, as the training materials will need to be adapted into Arabic. Additionally, fluency in English, both written and spoken, is required to ensure effective communication and understanding of the training content and materials.
Additional Notes: The contract duration is expected to be from June to December 2026, covering preparation, delivery of three workshops, and reporting. The consultant will be responsible for travel to Alexandria or Fayoum for the training workshops, and all mission-related travel expenses should be included in the financial offer. Payments will be linked to accepted deliverables, with 20% upon submission of the complete training curriculum and materials, 60% upon successful delivery of the training, and 20% upon submission of the final consultancy report. The consultant will work under the supervision of the Adolescents and Youth specialist and the Girl’s empowerment programme analyst.
