Job Overview: The Programme Specialist-Women Peace and Security/Humanitarian Action (WPS/HA) will play a crucial role in leading the planning, implementation, and management of UN Women interventions under a Germany-funded regional programme. This position requires collaboration with various stakeholders, including the Regional Crisis Response Specialist, HQ Policy Specialist, and country offices, to ensure successful programme implementation. The incumbent will be responsible for designing and developing programme strategies, managing the technical implementation of the WPS/HA programme, and ensuring alignment with the regional Strategic Note. The role involves finalizing annual work plans and budgets, managing financial and narrative reporting, and providing guidance on Results Based Management tools. The Programme Specialist will also oversee capacity development initiatives for project partners and manage monitoring and reporting processes to ensure effective programme delivery.
Duties and Responsibilities: The duties and responsibilities of the Programme Specialist include designing and formulating programme/project proposals and initiatives, managing the implementation of the WPS/HA programme, and ensuring synergies with other teams. The incumbent will oversee the submission of financial and narrative reports from implementing partners, provide guidance on Results Based Management, and organize project review and evaluation meetings. Additionally, the Programme Specialist will manage technical assistance and capacity development for project partners, build relationships with regional stakeholders, and identify capacity-building needs. The role also involves monitoring programme implementation, writing quarterly and donor reports, managing the programme budget, supervising Programme Analysts and Technical Specialists, and developing resource mobilization strategies. The incumbent will contribute to inter-agency coordination on WPS/HA activities, provide technical support to the Regional Advisor, and manage advocacy and communication efforts related to the WPS/HA portfolio.
Required Qualifications: The position requires a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates must possess strong programme formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and Women Peace and Security and Gender in Humanitarian Action. Strong analytical skills and the ability to synthesize program performance data are essential for informing management and strategic decision-making.
Educational Background: Candidates must hold a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is a plus, indicating a formal recognition of the candidate's expertise in managing projects effectively.
Experience: At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects is required. Candidates should have technical experience in Women, Peace and Security, Humanitarian Action, or gender equality. Experience in leading and coaching staff in international settings is essential, along with proficiency in using computers and office software packages. Familiarity with web-based management systems and experience coordinating with government agencies and donors are desirable. Experience working within the UN System and in the Arab States region is also advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French or Arabic, is desirable and can enhance a candidate's profile, particularly in a multicultural and multilingual environment.
