Job Overview: The Urban Health National Consultant will play a crucial role in developing a practical and context-responsive manual for the localization of Healthy City Indicators and Standards tailored to the Egyptian context, specifically using the Greater Cairo Region as a pilot model. This position is part of a broader initiative aimed at promoting sustainable, resilient, and healthy urban areas in Egypt. The consultant will work closely with the Urban DevelopmentProgramme Manager and other relevant stakeholders to ensure that the manual addresses the unique challenges and opportunities present in urban Egypt. The consultant's work will involve extensive research, data collection, and stakeholder engagement to create a comprehensive framework that can be replicated in other cities across the country. The consultant will also be responsible for integrating public health standards into urban planning processes, thereby enhancing the quality of life for residents in urban areas.
Duties and Responsibilities: The consultant will undertake a series of detailed tasks, including:
Project Inception and Kick-off: Develop a project work plan in collaboration with UN-Habitat Egypt and the General Authority for Urban Planning (GOPP), conduct a kick-off meeting to present methodology and deliverables, and prepare a list of relevant documents and guidelines.
Data Collection and Analysis: Conduct primary and secondary research to gather data on healthy cities in Egypt, review existing reports and guidelines, analyze urban health indicators, and identify stakeholders and development partners.
Prepare the Draft Manual: Develop an integrated framework for sustainable urban health areas, conduct consultative meetings with stakeholders, formulate a national vision for healthy urban areas, and prepare indicators for monitoring and evaluation.
Develop the Final Manual: Review and update the draft manual based on stakeholder feedback, conduct workshops for participatory input, and prepare the final design of the manual, including necessary visuals and an executive summary.
Capacity Building: Conduct training sessions for specialized authorities on the manual and its application for future phases of the project.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in urban planning, urban health, urban development, public health, environmental planning, sustainable urbanism, or a related field. A first-level degree with an additional two years of qualifying experience may be accepted in lieu of a master’s degree. Additionally, a minimum of five years of relevant professional experience in urban planning, sustainable urban development, healthy cities, or related fields is required. Previous experience in developing urban standards, indicators, guidelines, or strategic frameworks related to healthy, sustainable, and resilient cities is essential. Familiarity with integrating Sustainable Development Goals (SDGs) and climate change considerations into planning processes is desirable, as is experience working with international organizations and governmental counterparts in Egypt.
Educational Background: The position requires an advanced university degree (Master’s degree or equivalent) in fields such as urban planning, urban health, urban development, public health, environmental planning, or sustainable urbanism. Candidates with a first-level degree and additional qualifying experience may also be considered. This educational background is crucial for understanding the complexities of urban health and development in the context of Egypt's rapidly urbanizing landscape.
Experience: The consultant should have a minimum of five years of relevant professional experience in urban planning, sustainable urban development, or related fields. This experience should include a proven track record of developing urban standards, indicators, and guidelines, as well as familiarity with healthy city initiatives. Experience in integrating Sustainable Development Goals (SDGs) into urban planning processes is highly desirable, along with previous work with international organizations, UN agencies, and governmental counterparts in Egypt.
Languages: For this position, proficiency in both oral and written English at an advanced level (UN Level III) and Arabic at an expert level (UN Level IV) is required. This linguistic capability is essential for effective communication with stakeholders, conducting research, and preparing documentation in both languages, ensuring that the consultant can engage with diverse audiences and contribute to the project's objectives effectively.
Additional Notes: The position is part-time and expected to last for six months. The consultant will work under the overall guidance of the Urban Development Programme Manager and in close coordination with relevant project teams and partners. The role involves significant collaboration with various stakeholders, including government entities and civil society organizations, to ensure the successful development and implementation of the manual for Healthy City Indicators and Standards in Egypt.
