Job Overview:
The position of WHO Consultant MCDE CDPHPD EMRO Egypt Band Level C is designed to provide senior strategic and technical support for the implementation of the multi-communicable disease elimination (MCDE) approach in the Eastern Mediterranean Region (EMR). The consultant will offer expert technical guidance to support countries involved in the WHO project focused on capacity building for health care-associated infection (HAI) surveillance. The role is critical in addressing the high burden of communicable diseases in the EMR, which includes diseases such as hepatitis, malaria, tuberculosis, and HIV. The consultant will work on developing a coordinated regional approach to disease elimination, integrating interventions across existing programs, and ensuring that elimination efforts are sustainable and effective across borders. This position requires a deep understanding of public health challenges in the region and the ability to provide strategic advice and technical input to various stakeholders.

Duties and Responsibilities:
The consultant will be responsible for several key outputs: 1) Providing senior expert technical input for the development and finalization of the MCDE framework, including strategic advice and written input for the content of the framework and related strategy documents. 2) Offering strategic advice and technical support for the development of MCDE packages and the investment case, including identifying key elements and reviewing content produced by OECD. 3) Providing strategic advice and external technical support to countries participating in the WHO project on HAI surveillance, including monitoring implementation, providing ad-hoc support for HAI point prevalence surveys, and contributing to the agenda of the WHO workshop. The consultant will also be expected to participate in strategic calls and provide evaluations of in-country implementation efforts.

Required Qualifications:
Candidates must possess a Master’s degree in medicine, with a specialization in public health and/or infectious diseases. Additionally, candidates should have over 10 years of experience as an infectious diseases specialist, including clinical experience and leadership roles at the ministerial level. Strong strategic thinking, project planning, and monitoring skills are essential, along with the ability to write technical and policy documents in English. Knowledge of infectious diseases prevention, diagnosis, and treatment is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in medicine, specifically with a focus on public health and infectious diseases. This advanced degree is crucial for understanding the complexities of disease elimination and public health strategies in the Eastern Mediterranean Region.

Experience:
The position requires more than 10 years of relevant experience, particularly in the field of infectious diseases. Candidates should have a proven track record of working at a ministerial level, demonstrating both clinical expertise and experience in leadership positions. This extensive experience is necessary to effectively contribute to the strategic and technical aspects of the MCDE initiative and HAI surveillance project.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is also required. These language skills are essential for effective communication with stakeholders and for the preparation of technical documents and reports. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The consultancy is remote, allowing the consultant to work from their place of residence. The contract duration is from September 15, 2026, to March 21, 2027, encompassing a total of 80 working days. The selected consultant will need to provide a medical certificate of fitness for work and will not be required to travel. Remuneration will align with WHO's established rates for consultants.
