Job Overview: The Social Health Protection Technical Officer will play a crucial role in supporting the ILO's initiatives aimed at improving the living standards and inclusiveness of refugees, asylum-seekers, and vulnerable host communities in Egypt. This position is part of the PROSPECTS program, which focuses on enhancing socio-economic opportunities through better education and protection interventions. The officer will be responsible for providing technical inputs related to social health protection, including the design and implementation of operational mechanisms for the enrolment of refugees into Egypt's Universal Health Insurance system. The role requires collaboration with various stakeholders to ensure effective access to health services and to promote the extension of social health protection coverage to informal economy workers. The incumbent will also engage in policy-oriented research and contribute to the development of training materials and capacity-building initiatives.
Duties and Responsibilities: The Social Health Protection Technical Officer will have a wide range of responsibilities, including:
Providing technical support to ILO constituents and stakeholders in the area of social health protection, ensuring alignment with the Decent Work Agenda.
Supporting the design, implementation, and monitoring of mechanisms for the enrolment of refugees and asylum-seekers into the Universal Health Insurance system.
Developing strategies for extending social health protection coverage to informal economy workers, including contribution collection mechanisms.
Conducting policy-oriented research and analysis, ensuring compliance with ILO policies and project strategies.
Contributing to the development and dissemination of knowledge products related to social health protection.
Identifying capacity development needs and preparing training materials for various stakeholders.
Delivering training sessions using innovative methods and digital technologies.
Participating in national and international meetings to promote the social health protection agenda. 1
Performing other relevant duties as assigned by the supervisor.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in social science, economics, or related fields. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with an additional two years of relevant experience, will be accepted. The position requires at least five years of professional experience in social health protection, health insurance, or related reforms. Demonstrated experience in extending coverage to informal economy workers and including vulnerable groups in social health protection schemes is essential. Candidates should also have experience in conducting analytical work with practical implications in the health sector.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in social science, economics, or related fields. A first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, along with two additional years of relevant experience, will also be considered acceptable. This educational foundation is critical for understanding the complexities of social health protection and the socio-economic factors affecting vulnerable populations.
Experience: The position requires a minimum of five years of relevant professional experience in the fields of social health protection, health financing, and universal health insurance reforms. Candidates should have demonstrated experience in designing and implementing strategies for extending coverage to informal economy workers and including refugees and other vulnerable groups in social health protection schemes. Previous experience in conducting analytical work related to health benefits and financial sustainability assessments will be advantageous.
Languages: Excellent command of English is mandatory for this position. Knowledge of Arabic is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the officer's work in Egypt.
Additional Notes: The contract type for this position is Fixed Term, with a duration of 12 months and the possibility of extension based on performance and availability of funds.
