Job Overview:
The National Project Coordinator will play a pivotal role in the implementation of ILO activities under the Shabab Balad framework, which aims to enhance youth employment pathways in Egypt. This position requires a strong focus on monitoring and evaluation, ensuring that employment outcomes are measured and verified against decent work standards. The coordinator will provide technical leadership in various areas, including stakeholder engagement, labour market intelligence, and quality assurance of employment pathways. The role is critical in supporting national partners to develop evidence-based youth employment programming and ensuring that the ILO's initiatives align with local needs and priorities. The incumbent will work closely with various stakeholders, including government institutions, employers, and other UN agencies, to foster collaboration and ensure the successful delivery of project objectives.

Duties and Responsibilities:
The National Project Coordinator will be responsible for leading the timely implementation, monitoring, reporting, and evaluation of project activities in accordance with ILO rules and procedures. Key responsibilities include developing and operationalizing employment results measurement frameworks, coordinating employment outcomes monitoring and quality control mechanisms, and acting as the ILO focal point for the Shabab Balad Initiative. The coordinator will produce and disseminate labour market intelligence products, provide technical support to national partners, and facilitate consultations with various stakeholders. Additionally, the incumbent will review project tools and curricula, ensure high-quality technical inputs, prepare technical progress reports, and represent the project in technical meetings and national forums. The role may also involve coordinating the work of consultants and service providers engaged under the project.

Required Qualifications:
Candidates must possess a first-level university degree in Development Studies, Public Policy, Education, Business Administration, Economics, social sciences, or a related field. Strong knowledge of development issues, particularly in employment creation and skills development, is essential. An advanced university degree in a relevant field is considered an advantage. Candidates should demonstrate a solid understanding of monitoring and evaluation methodologies, labour market systems, and employment quality indicators. Proven experience in project management and technical cooperation is also required, along with the ability to work effectively in a multicultural environment and maintain strong relationships with various stakeholders.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as Development Studies, Public Policy, Education, Business Administration, Economics, or social sciences. An advanced degree in a related field would be advantageous, as it would provide a deeper understanding of the complexities involved in youth employment and skills development initiatives. Candidates should also have a strong foundation in development issues, particularly those related to employment creation and monitoring and evaluation practices.

Experience:
Candidates should have at least three years of experience in project management, including supervision, administration, and implementation of grant or cooperative agreement requirements. Demonstrated experience in employment outcomes measurement, tracer studies, and monitoring and evaluation systems is essential. Experience working with ILO, UNICEF, or other UN agencies, as well as government institutions and international development partners, is required. Additionally, candidates should have a background in employment quality control, pathway quality assurance, and labour market relevance assessment, with experience in labour market analysis and skills development programs being an advantage.

Languages:
Excellent knowledge of Arabic, the working language of the duty station, is mandatory, along with a good knowledge of English. Proficiency in both languages is crucial for effective communication with stakeholders and for the successful implementation of project activities. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with diverse partners and stakeholders involved in the project.

Additional Notes:
The position is a fixed-term contract for a duration of 12 months, with the possibility of extension subject to the availability of funds and the continuing need for the functions.
