Job Overview: The Social Health Protection Technical Officer will play a crucial role in supporting the ILO's initiatives aimed at improving social health protection for forcibly displaced persons and vulnerable host communities in Egypt. This position is part of the PROSPECTS program, which seeks to enhance the living standards and inclusiveness of refugees and host communities through better socio-economic opportunities and health protection interventions. The officer will be responsible for providing technical support in the design, implementation, and monitoring of operational mechanisms that facilitate the enrollment of refugees and asylum-seekers into Egypt's Universal Health Insurance system. The role also involves conducting research, developing training materials, and engaging with various stakeholders to promote the ILO's social health protection agenda. The incumbent will work closely with project teams and report directly to the Director of the DWT/CO-Cairo, receiving technical guidance from the Social Protection DWT Specialist.
Duties and Responsibilities: The Social Health Protection Technical Officer will be tasked with a variety of responsibilities, including:
Providing technical support to ILO constituents and stakeholders in the area of social health protection, ensuring alignment with the Decent Work Agenda.
Supporting the design, implementation, and monitoring of mechanisms for enrolling refugees and asylum-seekers into the Universal Health Insurance system, including assessing their access to health services.
Developing and piloting strategies for extending social health protection coverage to informal economy workers, including establishing enrollment arrangements and contribution collection mechanisms.
Conducting policy-oriented research and analysis that incorporates gender and diversity considerations in social health protection.
Drafting terms of reference for research consultants and overseeing their work to ensure compliance with ILO policies.
Contributing to the development and dissemination of policy briefs, reports, and other knowledge products related to social health protection.
Identifying capacity development needs and proposing training materials and activities for stakeholders.
Delivering training sessions using innovative methods and digital technologies.
Supporting resource mobilization efforts for new projects and activities in social health protection. 1
Participating in national and international meetings to promote the ILO's social health protection agenda and engage with partners.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in social science, economics, or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. The position requires at least five years of professional experience in social health protection, health insurance, or health financing, with demonstrated expertise in areas such as extending coverage to informal economy workers and including vulnerable groups in social health protection schemes. Experience in conducting analytical work related to health benefits is also advantageous.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in social science, economics, or related fields. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is essential for understanding the complexities of social health protection and the socio-economic factors affecting vulnerable populations.
Experience: The ideal candidate should have a minimum of five years of relevant professional experience in the fields of social health protection, health insurance, or health financing. This experience should include practical involvement in the design and implementation of health coverage extensions for informal economy workers and the inclusion of refugees and other vulnerable groups in social health protection schemes. Previous experience in conducting analytical work with implications for social health protection is highly desirable, particularly in areas such as medical care, sickness, or maternity benefits.
Languages: The position requires an excellent command of English, as it is the primary language of communication within the ILO. Knowledge of Arabic is considered an advantage, as it facilitates engagement with local stakeholders and enhances the effectiveness of the officer's work in Egypt.
