Job Overview: The Regional Humanitarian Specialist plays a crucial role in leading the development of humanitarian programs within the UN Women framework. This position involves delivering capacity building to Country Offices (CO), Multi-Country Offices (MCO), and Programme Presence teams across the region. The specialist will establish and strengthen partnerships while developing knowledge products related to humanitarian action. The incumbent will also be responsible for ensuring that humanitarian programs align with UN Women’s Humanitarian Strategy, which focuses on increasing gender accountability, strengthening protection and livelihood support for crisis-affected women and girls, and advancing women's voices and leadership in humanitarian responses.
Duties and Responsibilities: The duties of the Regional Humanitarian Specialist include leading the development of humanitarian action programs, providing technical guidance on program proposals, managing monitoring and reporting for humanitarian actions, and delivering capacity-building support to country teams. The specialist will build and manage strategic partnerships with stakeholders and represent UN Women in technical discussions. Additionally, the role involves implementing resource mobilization strategies, formulating policy recommendations, and advocating for gender and protection issues in humanitarian contexts. The incumbent will also coordinate knowledge sharing and ensure that lessons learned are disseminated effectively across the organization. Other responsibilities include managing a team of personnel and ensuring that the organization's values and competencies are upheld in all activities.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as human rights, gender studies, international relations, or social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (e.g., PMP®, PRINCE2®, or MSP®) is considered an advantage. The role requires at least 7 years of progressively responsible experience in designing and managing humanitarian programs, particularly focusing on gender and protection in emergencies. Substantive experience in inter-agency coordination and policy analysis is essential, along with experience in building partnerships with governments, donors, and civil society organizations.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as human rights, gender, international relations, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project management certification is also beneficial for candidates.
Experience: The position requires a minimum of 7 years of progressively responsible experience in the humanitarian sector, specifically in designing and managing programs that address gender and protection issues in emergencies. Candidates should have substantial experience in inter-agency coordination and policy analysis, as well as experience in building partnerships with various stakeholders, including governments and civil society organizations. Experience in leading and coaching staff in international settings is also necessary, along with proficiency in using office software and web-based management systems.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French or Arabic, is desirable and would enhance a candidate's profile.
