Job Overview:
The Assistant Monitoring and Evaluation (M&E) Officer plays a crucial role in supporting the generation and utilization of credible evidence regarding UNHCR's results and the circumstances of the populations served. This position is integral to planning, results reporting, and advocacy efforts. The incumbent will work closely with the Planning Coordinator and Results Managers, collaborating with Information Management colleagues and other stakeholders to ensure effective participation in the results-based management cycle. The role involves engaging with external partners and representing UNHCR in M&E-related discussions, thereby contributing to the organization's strategic objectives and operational effectiveness. The Assistant M&E Officer will also be responsible for ensuring that monitoring and evaluation processes align with UNHCR's policies and ethical standards, while fostering a culture of continuous improvement and learning within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Monitoring and Evaluation Officer include developing, budgeting, implementing, and refining multi-year M&E plans as part of the operational strategy. The officer will provide technical advice to Results Managers on selecting and developing relevant indicators, defining means of verification, and setting baselines and targets. They will support coherent results chains and ensure accurate use of indicators and related data, including systematic documentation of methodologies. The officer will coordinate key primary data collection exercises, support participatory approaches to assessment and evaluation, and facilitate communication with HQ and bureau evaluation colleagues. Additionally, the officer will assist in the design and delivery of M&E training initiatives, promote engagement with communities, and ensure compliance with UNHCR policies and ethical considerations. The role also involves identifying evaluation opportunities, managing evaluation-related data, and contributing to strategic moments of reflection and adaptive management practices.

Required Qualifications:
Candidates must possess a minimum of 1 year of relevant experience with an undergraduate degree, or no experience with a graduate degree, or no experience with a doctorate degree. Essential qualifications include experience in planning and implementing monitoring systems, managing evaluations in the UN system, and coordinating with diverse stakeholders in a cross-cultural environment. Desirable qualifications include experience with UN development or humanitarian actors, data management, and strategic planning processes. Functional skills required for this position include monitoring and evaluation, results-based management, evaluation design, and data collection methodologies.

Educational Background:
The educational background required for this position includes a degree in Sociology, International Relations, International Development, Economics, Statistics, Public Health, or other relevant social sciences. Candidates with a Bachelor of Arts in these fields are preferred, and certifications in Results-Based Management and Research and Evaluation Methods are essential.

Experience:
The position requires candidates to have at least 1 year of relevant experience in monitoring and evaluation within the UN system or similar contexts. Experience in setting up monitoring systems, conducting evaluations, and collaborating with various stakeholders is essential. Desirable experience includes working with government institutions, managing data and statistics, and supporting multi-partner programs.

Languages:
For this position, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station, which is Arabic in this case. Knowledge of local languages is also beneficial for effective communication with communities and stakeholders.
