Job Overview:
The Programme Coordinator position is crucial for the effective implementation of UNHCR's protection and solutions strategies. The incumbent will be responsible for providing programmatic guidance and support, ensuring that the organization's strategic priorities are met within the available resources. This role involves coordinating with various sections and units to harmonize programmatic approaches throughout the UNHCR Operations Management Cycle. The Programme Coordinator will work closely with partners, including forcibly displaced and stateless persons, governmental institutions, and the private sector, to ensure that program management aligns with UNHCR's Strategic Directions and Global Strategic Priorities. The position requires a collaborative approach, working within a multi-functional team to engage relevant stakeholders in all phases of the Program Management Cycle, thereby enhancing the effectiveness of UNHCR's operations.

Duties and Responsibilities:
The Programme Coordinator will have a diverse set of responsibilities, including: assessing and analyzing the needs of forcibly displaced and stateless persons using an Age, Gender and Diversity (AGD) perspective; supporting the development of multi-year protection and solutions strategies; ensuring compliance with planning parameters outlined in the Programme Manual; reviewing and analyzing plans and reports to ensure quality assurance; broadening partnerships with key stakeholders; ensuring consistent application of frameworks for implementing with partners; contributing to monitoring approaches and tools; identifying gaps and recommending solutions; overseeing follow-up on audit observations; managing risks and seizing opportunities; and performing other related duties as required. The role demands a proactive approach to program management, ensuring that all activities align with UNHCR's objectives and standards.

Required Qualifications:
Candidates must possess a strong background in program management, with demonstrated experience in results-based management and familiarity with UNHCR's operational context. Essential qualifications include a minimum of six years of relevant experience with an undergraduate degree, five years with a graduate degree, or four years with a doctorate. Candidates should have experience in field operations, knowledge of protection principles, and the ability to coordinate within an inter-agency context. Desirable qualifications include experience in managing large-scale, multi-donor programs and familiarity with the humanitarian-development-peace nexus.

Educational Background:
The educational background required for this position includes a degree in Economics, Business Administration, Social Sciences, or a related field. Candidates with advanced degrees (Master's or Doctorate) are preferred, as they may qualify for reduced years of experience. Relevant certifications in program management are also essential for this role.

Experience:
The position requires a minimum of six years of relevant experience in program management, with a strong emphasis on results-based management and familiarity with UNHCR's operational context. Candidates should have experience in field operations and a solid understanding of protection principles. Experience in coordinating multi-agency programs and working with government entities is highly desirable, particularly in a refugee or humanitarian context.

Languages:
For this position, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station, which is Arabic in this case. Additional local language skills are advantageous but not required. Candidates should demonstrate at least a B2 level proficiency in the required languages to ensure effective communication and collaboration within the organization and with external partners.
