Job Overview:
The PHI Outputs Consultant position is designed to provide short-term technical support to enhance the Public Health Intelligence (PHI) outputs using the electronic Public Health Emergency Management platform (ePHEM) within the WHO Health Emergencies Programme (WHE) in the Eastern Mediterranean Region. The consultant will work in a complex risk landscape characterized by infectious disease outbreaks, conflict, and other health emergencies. The role involves contributing to the development, documentation, testing, and deployment of digital tools aimed at improving public health decision-making and emergency management. The consultant will also focus on capacity-building initiatives to ensure effective implementation of these tools in various countries.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Developing a PHI inception package using ePHEM, which involves creating concise guidance for World Health Organization Country Offices (WCOs) and Member States, preparing practical guidance on essential PHI functions, and developing user-friendly templates for signal documentation. 2) Testing and documenting PHI digital and AI-enabled tools, which includes assisting in structured testing of ePHEM modules and documenting user experiences to identify strengths and areas for improvement. 3) Developing capacity-building products related to PHI, Rapid Risk Assessment (RRA), and AI, which entails preparing training materials, designing case studies, and creating a final consultancy report summarizing the products delivered and lessons learned.

Required Qualifications:
Candidates must possess a first university degree in Medicine, Pharmacy, Veterinary Science, Nursing, or a related discipline. A postgraduate degree in Epidemiology or Public Health is desirable. Additionally, candidates should have technical knowledge in the use of EIOS and SSA, strong writing and presentation skills, and familiarity with the rapid risk assessment process at both regional and country levels.

Educational Background:
The educational background required for this position includes a first university degree in a relevant field such as Medicine, Pharmacy, Veterinary Science, Nursing, or a related discipline. A postgraduate degree in Epidemiology or Public Health is considered an asset and enhances the candidate's qualifications for the role.

Experience:
Candidates should have up to five years of relevant experience, demonstrating a successful track record in epidemiology, surveillance, and/or control of acute public health events. Experience in epidemic surveillance during public health crises is particularly valuable, as it aligns with the responsibilities of the consultancy.

Languages:
Excellent knowledge of English is mandatory, while proficiency in another UN language, especially Arabic or French, is considered an asset. This linguistic capability is crucial for effective communication and collaboration within the diverse international environment of WHO.

Additional Notes:
This consultancy position is remote, with the possibility of travel. The expected duration of the contract is five months, and the remuneration is at Band level A. Candidates should be aware that WHO has a smoke-free environment and does not recruit smokers or users of any form of tobacco.
