Job Overview:
The HR Business Partner (HRBP) plays a crucial role in managing the interface between business units and the Human Resources function at UNFPA. This position is responsible for providing strategic HR client services and driving HR programs and initiatives within the assigned client area. Reporting to the Deputy HR Director, the HRBP is expected to maintain a high level of business acumen and align HR initiatives with the business objectives of the organization. The HRBP will work closely with client managers, including Directors and Representatives, to ensure effective implementation of HR policies and practices, while also contributing to the development of new HR initiatives. The role requires a proactive approach to delivering timely, client-focused HR support and fostering a spirit of partnership with the business.

Duties and Responsibilities:
  • Policy Advice: Serve as the primary contact for policy-related matters, providing guidance and consultation to staff and managers on HR policies and practices. Develop innovative HR solutions to complex challenges and ensure effective implementation of HR policies at the local level.
  • Performance and Staff Development: Provide strategic advice on performance management and career development systems. Manage corporate talent management programs and support leadership in linking individual performance to strategic priorities.
  • Organizational Effectiveness/Business Consulting: Participate in corporate HR initiatives and lead the development of talent management programs. Advise on interventions to enhance organizational effectiveness and high-performing teams.
  • Planning and Analytics, and Workforce Management: Engage in HR corporate initiatives, providing technical leadership on workforce planning and staffing trends.
  • Recruitment and Staffing: Oversee recruitment activities for national and international staff, providing advisory services and ensuring effective onboarding processes.
  • Humanitarian Capacity and Capability: Collaborate with the DHR Humanitarian Unit to support countries in humanitarian emergencies and talent acquisition for urgent situations.
  • Knowledge Building and Sharing: Facilitate knowledge sharing and capacity building within the HR community and represent DHR in relevant networks.

Required Qualifications:
Candidates must possess a Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field. A minimum of ten years of progressively relevant experience in HR management is required, with at least five years at the international level and five years in a similar role. Experience in a supervisory or managerial capacity is essential, along with a mastery of modern HR concepts and approaches. Candidates should demonstrate strong analytical skills, the ability to handle confidential information, and excellent communication and collaboration skills. Field experience and familiarity with international development or humanitarian organizations are advantageous.

Educational Background:
A Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related discipline is required for this position. This educational background is essential for understanding the complexities of HR management within an international context and for effectively contributing to the strategic objectives of UNFPA.

Experience:
The position requires a minimum of ten years of progressively relevant experience in HR management, with at least five years of experience at the international level and five years in a similar role. Candidates should have experience in a supervisory or managerial role, demonstrating the ability to deliver effective solutions to complex HR challenges in a multicultural environment. Field experience is considered an asset, as is experience with international development or humanitarian organizations.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable, as it enhances communication and collaboration within the diverse international workforce of UNFPA.
