Job Overview:
The Operations Analyst will report to the WPS-HA Advisor and will be responsible for overseeing the operational management of the Women, Peace, and Security and Humanitarian Action (WPS-HA) portfolio. This role involves ensuring compliance with UN Women policies and regulations, supporting program delivery, and fostering an enabling workplace environment. The Operations Analyst will guide the WPS and HA operations, collaborate with various teams, and provide technical support to ensure that staff are knowledgeable about rules and procedures governing program finances, donor reporting, and personnel management. The position requires a proactive approach to operational issues and the ability to implement effective systems that support the growth of the WPS-HA initiatives.

Duties and Responsibilities:
  • Coordinate WPS-HA operations in the Regional Office in accordance with UN Women rules and regulations.
  • Provide professional expertise and technical support to the WPS-HA team and Advisor on operational issues.
  • Draft and oversee the implementation of the annual workplan for the WPS Operations Team.
  • Participate in review meetings and assess the managerial and operational capacities of implementing partners.
  • Guide business process mapping and establish internal standard operating procedures.
  • Oversee WPS budget, financial, procurement, and HR policies, and identify necessary training for staff.
  • Ensure effective communication between Country Office teams and Regional Office/HQ.
  • Supervise WPS admin and travel personnel, conducting performance assessments and providing feedback.
  • Manage financial resources, ensuring proper financial controls and timely reporting. 1
  • Coordinate recruitment processes and contract management for WPS-HA. 1
  • Oversee procurement processes and manage the provision of goods and services for WPS-HA projects. 1
  • Ensure proper management and inventory controls of UN Women WPS project assets. 1
  • Support ICT management for the WPS-HA team and recommend new systems to enhance productivity. 1
  • Contribute to knowledge sharing between the Country Office and Regional Office.

Required Qualifications:
  • Master’s degree or equivalent in Business Administration, Public Administration, Finance, HR, or a related field is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Minimum 2 years of extensive and progressively responsible experience in office management, operations, or finance in a large international or corporate organization.
  • Experience in leading a team is required.
  • Proficiency in using computers and office software packages (MS Word, Excel, etc.) and web-based management systems is required.
  • Experience with a modern web-based ERP System, preferably Oracle Cloud, is desirable.
  • Experience in the UN system is also desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Business Administration, Public Administration, Finance, or Human Resources. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The position requires a minimum of 2 years of extensive and progressively responsible experience in office management, operations, or finance within a large international or corporate organization. Candidates should have experience in leading a team, which is crucial for managing the WPS-HA operations effectively. Familiarity with office software packages and web-based management systems is essential, and experience with a modern web-based ERP System, particularly Oracle Cloud, is highly desirable. Additionally, experience within the UN system is considered an asset, as it provides valuable insights into the operational frameworks and policies that govern the organization.

Languages:
Fluency in English and Arabic is required for this position, as effective communication in both languages is essential for collaboration and reporting. Knowledge of another official UN language is considered desirable, as it can enhance the candidate's ability to engage with diverse stakeholders and contribute to the organization's global mission.
