Job Overview: The position focuses on advising the Federal Ministry for Economic Cooperation and Development (BMZ) on various aspects of global health policy, particularly in the area of Universal Health Coverage (UHC). The role involves strategic and technical consulting aimed at achieving universal health coverage through the strengthening of health systems. Duties and Responsibilities: The responsibilities include providing strategic and ad-hoc advice to the BMZ on health financing, UHC, and health system strengthening, as well as related bi- and multilateral governance and implementation processes. The role requires the creation of strategic analyses, concepts, position papers, and speeches for the BMZ in both German and English, leading specific technical topics, and ensuring the quality of team contributions. Additionally, the position involves preparing for and following up on the BMZ's participation in international conferences, dialogue events, and strategic workshops, as well as ongoing analysis of health policy discourses and developments. Coordination of strategies and activities with other GIZ projects, the KfW Development Bank, and other stakeholders is also essential. The role requires liaising with project partners, particularly the WHO and EU, and within networks, including the private sector and civil society. Support for program and component management in strategic, planning, and operational questions, as well as impact monitoring, project, and knowledge management, is also part of the job.
Required Qualifications: Candidates must have a completed master's degree (or equivalent) in a relevant field, such as health sciences, medicine, or a social science discipline with a health focus. Several years of professional experience in international cooperation in the health sector or social security" style="border-bottom: 1px dotted #007bff !important;">security is necessary. Strong expertise in UHC and health system strengthening, particularly in health financing, along with a broader understanding of current issues, discussions, actors, and Germany's priorities in global health policy, is required. Excellent communication and advisory skills, both written and oral, in German and English, with extensive experience in writing concise technical and policy texts, are essential. The ability to quickly grasp new topics and present complex interrelations clearly and appropriately for the target audience is crucial. Candidates should demonstrate structured and independent working styles, analytical and strategic thinking, and above-average adaptability under high pressure, complemented by organizational skills, teamwork, political and intercultural sensitivity, and a confident demeanor.
Educational Background: A master's degree or equivalent in a relevant field is mandatory. Fields of study that are particularly relevant include health sciences, medicine, or social sciences with a focus on health-related issues. Experience: Candidates should possess several years of professional experience in international cooperation, specifically in the health sector or social security.
