Job Overview: The Programme Analyst position is crucial for the effective management of the Afghanistan Safety Net Stream under the WPHF WHRD Window. The incumbent will report to the Programme Coordinator and will provide both administrative and programmatic support. This role involves contributing to the design, formulation, implementation, and evaluation of the window’s outputs and activities. The Programme Analyst will analyze results achieved during implementation and ensure the appropriate application of systems and procedures. Collaboration is key, as the Programme Analyst will work closely with the Programme and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society to ensure successful implementation of the WPHF WHRD Window’s outputs and activities.
Duties and Responsibilities:
Contribute technically to the development and implementation of the WPHF WHRD window’s strategies by providing technical inputs to the design and formulation of Programme/project proposals related to the Afghanistan Safety Net Stream.
Monitor progress on the window’s safety net activities and support reporting against results and indicators, including providing inputs to quarterly and donor reports.
Support the management of finances for the WPHF WHRD window by monitoring budget implementation and expenditures.
Contribute to building partnerships and resource mobilization strategies by providing inputs to resource mobilization strategies and maintaining relevant databases.
Provide inputs to advocacy, knowledge building, and communication efforts, including supporting the organization of advocacy activities and developing knowledge management products.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates should demonstrate strong technical skills in programme formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is also beneficial.
Experience: At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in Women, Peace and Security is desirable, as is experience coordinating and liaising with government agencies and/or donors.
Languages: Fluency in English is mandatory for this position. Knowledge of Dari and/or Pashto is desirable, enhancing the candidate's ability to engage with local partners and stakeholders effectively.
