Job Overview:
The HR Senior Associate will play a crucial role in administering and implementing a wide range of Human Resources Management services aimed at optimal employee and talent management. This includes overseeing recruitment, performance management, organizational development, and contract management. The position requires the individual to serve as the primary contact for both internal and external clients, addressing inquiries related to HR processes and providing guidance on HR initiatives. The HR Senior Associate will contribute to policy development, support advisory services, manage talent acquisition, and ensure effective team management. The role is pivotal in fostering a positive work environment and ensuring compliance with UNOPS policies and best practices.

Duties and Responsibilities:
  • Support HR policy development and implementation by maintaining data on trends and sharing local HR best practices.
  • Provide substantive HR expertise to assist in projects aligned with corporate HR strategy.
  • Generate strategic workforce data for planning and communicate HR policy changes to management and personnel.
  • Offer guidance on HR systems and processes, acting as a liaison between units and clients.
  • Ensure positive onboarding experiences for new hires and advise management on recruitment and performance management processes.
  • Manage recruitment processes, ensuring adherence to best practices and maintaining personnel rosters.
  • Facilitate team engagement and compliance with policies, while promoting learning and development.
  • Organize training initiatives and contribute to knowledge networks within HR.
  • Monitor HR actions and ensure timely completion of tasks.

Required Qualifications:
Candidates must have a minimum of seven years of relevant experience in HR advisory, recruitment, or HR-generalist support services within international or national organizations. Experience in UN system organizations is desirable. Proficiency in office software (MS Office/Google Suite) and familiarity with web-based management systems are required. Knowledge of UN policies and procedures is highly desirable, along with the ability to handle HR information systems effectively.

Educational Background:
Completion of secondary education is required, with a first university degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines being desirable. Knowledge of UN policies and practices is highly advantageous.

Experience:
The position requires a minimum of seven years of relevant experience in HR roles, particularly in advisory and recruitment capacities within international or national organizations. Experience within the UN system is considered a plus, as is proficiency in handling HR information and enterprise systems.

Languages:
Full proficiency in English is mandatory. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration within the organization.

Additional Notes:
The contract type is an Individual Contractor Agreement (ICA), specifically at the Local ICA Support level (LICA 5/ICS 5). The contract duration is open-ended, contingent upon organizational requirements, availability of funds, and satisfactory performance.
