Job Overview: The Media Unit Manager will oversee the operations of the Media Unit within the OSCE Programme Office in Dushanbe. This position requires a strong background in project management, media development, and a deep understanding of the local media landscape. The successful candidate will be responsible for initiating, planning, organizing, and implementing projects aimed at enhancing the capacities of local media and journalists, ensuring they align with OSCE standards. The role involves monitoring and analyzing media activities, reporting on freedom of expression, and advising on media legislation and development strategies. The Media Unit Manager will also prepare contributions to the departmental budget and maintain relationships with various stakeholders, including national authorities, NGOs, and international organizations. The position demands excellent project management skills, the ability to work under pressure, and a commitment to promoting media freedom and the protection of journalists' rights.
Duties and Responsibilities: The Media Unit Manager will be tasked with the following duties:
Managing the day-to-day operations of the Media Unit, ensuring effective implementation of projects.
Initiating and organizing projects to improve the capacities of local media and journalists.
Monitoring, analyzing, and reporting on media activities and freedom of expression.
Advising the Office on OSCE strategies regarding media legislation and development.
Preparing contributions to the annual departmental budget and project implementation plans.
Reviewing activity reports and other draft texts for accuracy and compliance.
Establishing and maintaining contacts with national and local authorities, universities, NGOs, and international organizations.
Coordinating closely with the OSCE Representative on Freedom of the Media.
Managing two national staff members and providing guidance and support. 1
Performing other related duties as required to support the mission's objectives.
Required Qualifications: Candidates must possess a first-level university degree in journalism, international relations, or a related field, along with a minimum of six years of relevant professional experience. The position requires excellent project management and interpersonal skills, as well as a strong command of project cycle management, including financial and narrative reporting. Candidates should demonstrate organizational, analytical, communication, and interpersonal skills, with a proven ability to work under pressure and meet tight deadlines. A valid automobile driving license and the ability to drive using manual transmission are also required. Additionally, candidates must have a commitment to gender awareness and sensitivity, and the ability to work with diverse teams.
Educational Background: A first-level university degree in journalism, international relations, media studies, or a related field is mandatory for this position. Professional certification in journalism is also considered an asset. The educational background should provide a solid foundation for understanding media dynamics and the political context of the region.
Experience: Candidates must have a minimum of six years of relevant professional experience, with at least three years in a managerial role. Experience in project management, media development, and working with international organizations is highly desirable. Previous field experience in international organizations and knowledge of the regional political situation will be advantageous.
Languages: Professional fluency in English, both oral and written, is mandatory. A working knowledge of Russian and/or Tajik is desirable but not required. Candidates should be able to communicate effectively in a multicultural environment and demonstrate strong interpersonal skills.
Additional Notes: This position is classified as a Senior Professional level and is a full-time, fixed-term contract.
