Job Overview: The Local Mobiliser will play a crucial role in supporting the implementation of UN-Habitat's projects in Brazil, particularly in collaboration with the Municipality of Rio de Janeiro. This position requires the individual to engage with community members actively, ensuring their participation in decision-making processes related to urban development. The Local Mobiliser will be responsible for organizing meetings, workshops, and assemblies to foster social participation, effectively communicating project information to the community, and promoting the program's visibility. The role demands a proactive approach to community engagement, ensuring that the voices of local residents are heard and considered in project implementation. The consultant will also be tasked with preparing monthly activity reports and ensuring compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
Duties and Responsibilities: The Local Mobiliser's responsibilities include: 1) Promoting community participation and engagement; 2) Organizing and facilitating meetings, workshops, and assemblies for social participation; 3) Communicating project information clearly and efficiently to the community; 4) Encouraging active participation in decision-making and project implementation; 5) Publicizing the program within communities; 6) Attending project meetings as required; 7) Participating in local meetings upon request; 8) Ensuring technical activities align with quality expectations; 9) Performing additional duties as requested by supervisors; 10) Preparing and delivering a Monthly Activity Report in a timely manner. The consultant must also complete required training, including the BSAFE security course, during the first month of employment.
Required Qualifications: Candidates must possess a secondary school education or equivalent, along with at least two additional years of relevant technical experience. A minimum of three years of experience in community engagement, data collection, and social project implementation is required. Experience in vulnerable communities, particularly in Rio de Janeiro, is essential. Desirable qualifications include experience in the public sector and previous work with the United Nations. Strong computer skills, particularly in Windows and Office applications, are necessary, along with experience in conducting household and social surveys in vulnerable areas.
Educational Background: The educational requirement for this position is a secondary school diploma. Candidates with additional relevant technical experience beyond the educational requirement will be considered favorably. This background should ideally include training or coursework related to community development, social sciences, or urban planning.
Experience: The position requires a minimum of three years of relevant work experience, particularly in community engagement, data collection, and social project implementation. Experience working in vulnerable communities and coordinating fieldwork in the public sector is highly desirable. Previous experience with the United Nations or similar organizations will be an advantage.
Languages: Fluency in Portuguese is mandatory for this position, as it is essential for effective communication with the local community. Proficiency in English and Spanish is also beneficial, as English and French are the working languages of the United Nations Secretariat, while Spanish is used in the Regional Office.
Additional Notes: This position is based locally in Brazil, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract is for a duration of six months, with the possibility of extension based on performance and availability of funds. The consultant will receive a monthly allowance of BRL 3,601 (net amount) upon approval of their monthly activity report. Travel may be required for project-related activities, and all missions will be coordinated and financed by UN-Habitat according to United Nations travel guidelines.
