Job Overview:
The Programme/Project Management Officer position at UN-Habitat involves a comprehensive range of responsibilities related to the management and implementation of programs and projects. The incumbent will work under the guidance of the Regional Director and the direct supervision of the Regional Programme Management Officer. The role requires independent management of all phases of the program/project cycle, including research, analysis, reporting, and administrative coordination. The officer will be responsible for compiling and presenting data on budgets, preparing reports on funding activities, and coordinating administrative actions related to project implementation. This includes recruitment, travel arrangements, training organization, and financial management. The position also entails providing secretariat services to committees, drafting meeting agendas and minutes, and ensuring proper documentation and follow-up actions. The officer may also engage in field missions to support program/project activities and will be expected to establish internal databases and assist in data collection and analysis for decision-making purposes. Additionally, the role involves updating information materials and visualizations for effective communication and knowledge sharing.

Duties and Responsibilities:
The duties and responsibilities of the Programme/Project Management Officer include:
  • Independently managing the full range of program/project management and implementation assistance throughout the program/project cycle.
  • Conducting research, compiling, analyzing, summarizing, and presenting information/data on budgets and related issues.
  • Reviewing and revising submissions for audit responses as necessary.
  • Preparing detailed reports on funding for program/project-related activities.
  • Coordinating and processing administrative actions, resolving issues related to project implementation, including recruitment, travel, training, and financial disbursements.
  • Arranging formal project closures, final budget revisions, and distribution of final reports.
  • Providing secretariat services to committees and drafting necessary documentation.
  • Undertaking field missions to support administrative and operational tasks.
  • Establishing and managing internal databases and files relevant to program/project activities. 1
  • Assisting in data collection, analysis, and preparation of presentations and reports. 1
  • Updating information materials such as web pages and brochures. 1
  • Performing other duties as assigned by supervisors.

Required Qualifications:
The required qualifications for the Programme/Project Management Officer position include a comprehensive understanding of policies, processes, and procedures related to program/project administration, implementation, and evaluation. Experience:
A minimum of ten years of progressively responsible experience in administration, program management, or a related area is required. Candidates with a first-level university degree may have this requirement reduced by two years. Experience within the UN system or a similar international organization is essential, particularly in a front office setting. Familiarity with SAP-based enterprise resource planning (ERP) systems and data management tools such as Excel, SharePoint, Power BI, or Tableau is desirable. Additionally, candidates should have at least one year of experience in data analytics or a related field.

Languages:
For this position, English is required at UN Level II proficiency in reading, writing, listening, and speaking. Spanish and Portuguese are considered desirable languages, also requiring UN Level II proficiency in all language skills. The appointment for this position is for an initial period of one year, with the possibility of extension subject to the availability of funds.
