Job Overview:
The Programme Analyst will play a crucial role in supporting the implementation of a new project in collaboration with the São Paulo Council of Architecture and Urbanism and the Brazilian Cooperation Agency. Reporting to the Head of the Brazil Office, the Programme Analyst is expected to provide technical and managerial support for the project, ensuring that it meets its objectives in terms of deadlines, budget, and quality. The position requires close collaboration with various stakeholders, including government entities, civil society organizations, and private sector partners. The Programme Analyst will also be responsible for documenting project activities, preparing reports, and participating in meetings and conferences related to the project.

Duties and Responsibilities:
The Programme Analyst will have a diverse set of responsibilities, including: 1) Providing technical advice and support for the execution of project activities. 2) Coordinating the overall implementation of the project’s work program, including the development, approval, and execution of activities. 3) Maintaining communication with local partners and stakeholders. 4) Performing technical, administrative, and management tasks to ensure project objectives are met. 5) Supporting capacity building, data management, public policy development, strategic planning, social mobilization, and project funding. 6) Documenting meetings and preparing reports for various stakeholders. 7) Identifying and mitigating risks associated with project implementation. 8) Participating in missions as required and completing necessary training courses.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Geography, Law, or related fields. A postgraduate degree in relevant areas is preferred, or candidates may substitute this requirement with three additional years of relevant experience. Candidates should have a minimum of six years of experience in the specified fields, with a strong background in project management. Experience in social housing and South-South Cooperation is desirable, as is familiarity with the public sector and previous work with the United Nations.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as Architecture and Urbanism, Geography, Law, or similar disciplines. A postgraduate degree (Lato Sensu or Stricto Sensu) in related fields is highly desirable. Candidates who do not possess a postgraduate degree must have three additional years of relevant experience to qualify for the position.

Experience:
The position requires a minimum of six years of professional experience in fields related to urban development, project management, and social housing. Candidates should demonstrate experience in managing projects, particularly in the context of social housing and urban development. Experience with South-South Cooperation and familiarity with the public sector will be considered advantageous. Previous experience working with the United Nations is also desirable, as it indicates familiarity with the organization's processes and standards.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Additionally, working knowledge of English is desirable, as English and French are the official working languages of the United Nations Secretariat. Proficiency in Spanish is also beneficial, given its relevance to the Regional Office's operations.

Additional Notes:
The position is based in Brazil and is expected to last for six months, with the possibility of renewal based on performance and funding availability. The contract is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The Programme Analyst will receive a monthly allowance upon approval of activity reports by the Head of Brazil Office. The position may require travel within Brazil, coordinated and financed by UN-Habitat according to United Nations travel guidelines.
