Job Overview: The Human Resources Officer will play a crucial role in managing human resources administration, recruitment, and training for approximately 60 staff members within the mission. The incumbent will work under the overall supervision of the Chief of the Fund Administration Unit and in coordination with the Department of Human Resources in the Secretariat. This position requires a proactive approach to ensure compliance with OSCE Staff Regulations and Rules, as well as the effective management of HR processes. The officer will be responsible for advising mission members, supervising HR staff, and ensuring that all HR-related matters are handled efficiently and in accordance with established guidelines. The role also involves preparing and updating the Post Table, managing recruitment processes, and overseeing learning and development initiatives for mission staff.
Duties and Responsibilities: The Human Resources Officer will be responsible for a wide range of duties, including: advising mission members on OSCE Staff Regulations and Rules; supervising the Administrative Assistant and Archives/Records Assistant; managing HR data entry and contract administration; ensuring new employees are briefed on their terms of appointment; reviewing payroll data and verifying overtime records; approving home leave entitlements; initiating Talent Management and Probationary Period reports; certifying Provident Fund enrolments; ensuring adherence to end-of-service clearance procedures; analyzing HR issues and proposing solutions; issuing internal guidelines related to HR procedures; preparing and updating the Post Table; coordinating recruitment for international and national posts; ensuring timely filing of vacancies; drafting vacancy notices; screening applications; attending interviews; compiling interview board reports; and preparing the Mission’s annual learning and development plan.
Required Qualifications: Candidates must possess secondary education supplemented by formal training in Human Resources Management, Public or Business Administration, or a related field. A minimum of six years of professional experience in human resources is required, preferably within an international organization. Previous experience in supervising staff or people management is essential, along with established experience in personnel administration, job and organizational design, recruitment, or training. Proficiency in Microsoft software packages is necessary, and knowledge of an ERP system and HR quality assurance is considered an asset. The ability to work effectively with individuals from diverse nationalities and cultural backgrounds is crucial, as well as excellent written and verbal communication skills in English, Romanian, and Russian.
Educational Background: The educational background required for this position includes a High School Diploma or equivalent (GED), with additional formal training in Human Resources Management or a related field being highly desirable. Candidates should have a solid understanding of human resources principles and practices, as well as relevant legal and regulatory frameworks governing employment in an international context.
Experience: The position requires a minimum of six years of professional experience in the field of human resources. This experience should ideally include roles that involve personnel administration, recruitment, training, and staff supervision. Candidates with a background in international organizations will be given preference, as they will be familiar with the unique challenges and requirements of working in a multinational environment.
Languages: Fluency in English, Romanian, and Russian is mandatory for this position. Excellent written and verbal communication skills in these languages are essential for effective interaction with mission members and stakeholders. Knowledge of additional languages may be considered an asset but is not required.

The monthly remuneration is EUR 935.16, subject to social security deductions, and OSCE salaries are exempt from taxation in Moldova.
