Job Overview: The Data Integration Specialist will play a crucial role within the Data Intelligence Unit of UNDP Moldova, focusing on coordinating analytical use cases and ensuring the systematic integration of data-driven evidence across various projects and thematic portfolios. This position requires a proactive approach to managing analytical workflows, consolidating findings into coherent insights, and ensuring that outputs align with institutional and reform priorities. The Specialist will work closely with colleagues from the Strategic Support Unit to ensure coherence across the portfolio, particularly in areas related to development results, partnerships, monitoring, and digital innovation. The role also involves engaging in activity-based deployments to provide analytical and visualization support to UNDP projects, ensuring that data analysis informs decision-making across key reform areas, including the EU–Moldova Growth Plan and the broader digital transformation agenda.
Duties and Responsibilities: The Data Integration Specialist will be responsible for coordinating the planning, design, and execution of analytical use cases, ensuring alignment with institutional objectives. This includes defining and documenting analytical use cases in collaboration with UNDP projects and partners, monitoring progress, tracking deliverables, and ensuring timely completion of analytical assignments. The Specialist will integrate analytical outputs and consolidate findings into actionable insights that inform decision-making and program implementation. Additionally, the role involves facilitating effective communication and coordination across UNDP teams and partner institutions to promote the use of analytical evidence in planning and reporting. The incumbent will also support the preparation of analytical sections for internal and donor reports and contribute to knowledge management on analytical work.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Law, Business Administration, Economic Relations, Public Administration, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered. The position requires a minimum of 5 years of progressively responsible relevant experience (7 years with a Bachelor’s degree) in assignments related to policy design, institutional development, and public sector service reform. Knowledge and experience in thematic areas relevant to the project, such as data research and digital transformation, are essential. Proficiency in office software packages and web-based management systems is also required.
Educational Background: An advanced university degree (Master's degree) in relevant fields such as Law, Business Administration, Economic Relations, or Public Administration is required. A first-level university degree (Bachelor’s degree) in these areas, combined with additional qualifying experience, will also be considered. This educational background is crucial for understanding the complexities of policy design and institutional development.
Experience: The position requires a minimum of 5 years of relevant experience at the national or international level, particularly in assignments related to policy design, institutional development, and public sector service reform. Candidates with a Bachelor’s degree must have at least 7 years of experience. Experience in thematic areas relevant to the project, such as data research and digital transformation, is highly desirable. Familiarity with working in ICT, smart technologies, and public service enhancement projects is considered an asset.
Languages: Fluency in English and Romanian is mandatory for this position. Knowledge of one or more minority languages relevant to Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian, and sign language, is considered an asset. Proficiency in these languages will enhance communication and collaboration with diverse stakeholders.
