Job Overview:
The Cybersecurity Analyst position is part of the UNDP's initiative to accelerate a just energy transition in the Republic of Moldova, specifically focusing on enhancing the cybersecurity and climate resilience of the energy sector. The role involves supporting the establishment of a Coordinating Council for Energy Cybersecurity, implementing integrated cybersecurity solutions, and building capacity for cybersecurity and climate risk management. The analyst will work closely with various stakeholders, including government ministries and energy operators, to ensure the effective governance and management of the energy sector, particularly in the face of increasing cyber threats and climate vulnerabilities. The position requires a proactive approach to developing and implementing strategies that enhance the resilience of critical energy infrastructure against cyberattacks and climate risks.

Duties and Responsibilities:
The Cybersecurity Analyst will be responsible for a range of tasks including:
  • Supporting the establishment of a Coordinating Council for Energy Cybersecurity, including defining its mandate and governance structure.
  • Facilitating coordination between the Council and state-owned energy system operators.
  • Developing a national coordination framework for cybersecurity in the energy sector.
  • Providing technical advisory support for integrated cybersecurity and climate resilience solutions.
  • Identifying priority interventions based on vulnerabilities and risks.
  • Contributing to the technical specification and deployment of cybersecurity solutions, including monitoring systems and intrusion detection measures.
  • Designing and implementing capacity-building programs for various stakeholders in the energy sector.
  • Preparing technical reports and recommendations to support project objectives.
  • Ensuring close coordination with UNDP and project stakeholders to avoid duplication of efforts. 1
  • Documenting lessons learned and best practices related to energy cybersecurity and climate resilience.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree) in fields such as computer sciences, engineering, cybersecurity, or telecommunications. Alternatively, a first-level university degree (Bachelor’s Degree) combined with two additional years of qualifying experience will be considered. A minimum of two years of relevant work experience in information technology, specifically in cybersecurity projects or security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security management, is required. Proven experience in assessing ICT and cybersecurity processes is also necessary, with at least three projects demonstrating this expertise. Candidates should have a good understanding of the national cybersecurity ecosystem and legislative framework, as well as experience engaging with a variety of stakeholders in both public and private sectors.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s Degree) in relevant fields such as computer sciences, engineering, cybersecurity, or telecommunications. A Bachelor’s Degree in combination with additional qualifying experience may also be accepted. Professional certifications such as CISSP and CISM are considered assets, indicating a higher level of expertise in cybersecurity.

Experience:
The position requires a minimum of two years of relevant work experience for candidates with a Master’s Degree, or four years for those with a Bachelor’s Degree. This experience should involve roles related to cybersecurity projects, information security management, or consultancy services. Candidates should demonstrate proven experience in implementing cybersecurity assessments and solutions, particularly in critical infrastructure or energy systems.

Languages:
Fluency in English and Romanian is mandatory for this position. Additionally, a working knowledge of one or more languages relevant to Moldova, such as Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset. This linguistic capability is important for effective communication with diverse stakeholders in the region.
