Job Overview:
The Project Manager will be responsible for the effective coordination and management of the Flood Management Project in Moldova, which aims to enhance the country's adaptation to climate-driven flood risks. This position requires a strong understanding of climate change impacts, particularly in relation to flooding, and the ability to implement strategies that strengthen national hydro-meteorological monitoring and early warning systems. The Project Manager will oversee day-to-day operations, ensuring that project activities align with the goals outlined in the Project Document. This includes developing work plans, monitoring project progress, and ensuring timely delivery of outputs. The role also involves collaboration with various stakeholders, including local authorities, community groups, and other UN agencies, to foster partnerships and ensure effective project implementation. The Project Manager will play a crucial role in building institutional capacities for integrated water resources management and flood risk assessment, ultimately contributing to the safety and resilience of vulnerable populations in key watersheds.

Duties and Responsibilities:
The Project Manager will have a comprehensive set of responsibilities, including: overseeing the daily operations of the Flood Management Project, ensuring compliance with UNDP rules and regulations; monitoring project activities and producing regular reports; developing work plans and ensuring timely delivery of project outputs; managing project financial resources, including budgeting and expenditure tracking; maintaining effective communication with stakeholders, including government authorities and community organizations; coordinating knowledge management and sharing of information among project stakeholders; leading the development of monitoring and evaluation frameworks; conducting field visits to verify project activities; and ensuring proper operational and financial closure of the project. The Project Manager will also be responsible for identifying risks and proposing mitigation measures, as well as supporting resource mobilization efforts for project development.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in environmental studies, engineering, law, public and/or business administration, economics, or related fields. Alternatively, a first-level university degree (Bachelor’s Degree) combined with additional qualifying experience will be considered. The position requires a minimum of 5 years of progressive working experience in project management, particularly in areas related to legal and institutional support, infrastructure establishment, and community engagement. Proficiency in computer applications, including MS Office and web-based management systems, is essential. Experience in managing multidisciplinary teams and previous work with donor organizations or governmental institutions is highly desirable. Additional training in project management or business administration is an asset.

Educational Background:
The educational background required for this position includes either a Master’s Degree in relevant fields such as environmental studies, engineering, law, public administration, or economics, or a Bachelor’s Degree in these areas combined with two additional years of qualifying experience. This educational foundation is critical for understanding the complexities of flood management and climate adaptation strategies.

Experience:
The position requires a minimum of 5 years of relevant experience for candidates with a Master’s Degree, or 7 years for those with a Bachelor’s Degree. This experience should include progressive responsibilities in project design, management, and implementation, particularly in contexts related to legal frameworks, infrastructure development, and community engagement. Familiarity with UNDP project management processes and methodologies is advantageous, as is experience in working with local public authorities and community stakeholders.

Languages:
Fluency in English and Romanian is mandatory for this position. Additionally, working knowledge of other languages relevant to Moldova, such as Russian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset. Proficiency in multiple languages will enhance communication with diverse stakeholders and facilitate project implementation.

Additional Notes:
This is a full-time position associated with a 4-year project funded by the Austrian Development Agency, with a total budget of 4 million EUR. The Project Manager will work closely with a team of up to 6 full-time employees and part-time consultants. The role involves significant collaboration with various UNDP teams and external partners to ensure effective project delivery.
