Job Overview:
The Data Analytics Specialist will play a crucial role within the Data Intelligence Unit of UNDP Moldova, focusing on transforming complex data into actionable insights that inform policy-making and reform monitoring. This position requires a strong analytical mindset, with responsibilities that include designing analytical frameworks, applying quantitative and qualitative methods to assess development trends, and ensuring the reliability and relevance of analytical outputs. The Specialist will work closely with various teams within UNDP to support evidence-based programming across projects and thematic portfolios, contributing to the overall goal of enhancing governance effectiveness and public service delivery in Moldova. The role also involves engaging in activity-based deployments to provide analytical and visualization support to UNDP projects, ensuring that data analysis informs decision-making across key reform areas, including the EU-Moldova Growth Plan and the broader digital transformation agenda.

Duties and Responsibilities:
The Data Analytics Specialist will be responsible for a wide range of duties, including:
  • Applying analytical modeling and foresight to identify socio-economic trends and emerging risks that inform evidence-based decision-making.
  • Conducting socio-economic and sectoral analyses using both quantitative and qualitative methods.
  • Synthesizing analytical findings into actionable insights for planning and design" style="border-bottom: 1px dotted #007bff !important;">program design.
  • Supporting the development and refinement of analytical tools and methodologies to enhance the Unit's capacity for evidence-based assessment.
  • Coordinating the collection, verification, and validation of statistical and administrative data from various sources.
  • Ensuring datasets are structured and managed according to UNDP's data governance standards.
  • Translating analytical outputs into concise briefs, dashboards, and presentations for stakeholders.
  • Contributing to the development of internal knowledge products and data-driven communication materials.
  • Collaborating with the Data Intelligence Unit team and other UNDP projects to ensure coherence and complementarity across the portfolio.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Advanced university degree (Master's degree or equivalent) in Economics, Public Policy, Statistics, Business Administration, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) combined with two additional years of qualifying experience will be considered.
  • A minimum of 5 years of progressively responsible relevant experience (7 years with a Bachelor’s degree) in policy design, institutional development, and public sector service reform.
  • Knowledge and experience in thematic areas relevant to the project, such as data research and digital transformation.
  • Proven experience in coordinating complex projects across government and development partners.
  • Experience in institutional knowledge integration, training delivery, and capacity building.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as Economics, Public Policy, Statistics, or Business Administration. Candidates with a first-level university degree (Bachelor’s degree) in these areas, combined with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of data analysis and its application in policy-making and institutional development.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years of progressively responsible relevant experience at the national or international level. This experience should be related to policy design, institutional development, and reform of public sector services. Candidates with a Bachelor’s degree must have at least 7 years of relevant experience. The ideal candidate will have a strong background in coordinating projects, working with government entities, and supporting the adoption of new systems and processes within public sector contexts.

Languages:
Fluency in English and Romanian is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset. Proficiency in these languages will enhance communication and collaboration with diverse stakeholders in the region.
