Job Overview: The Project Technical Officer will play a crucial role in the implementation of the 'Inclusive and Productive Employment in Moldova – Phase II' project, which is financed by Switzerland. This project aims to support the implementation of Moldova’s Decent Work Country Programme for 2025-28, focusing on creating decent work opportunities for all. The officer will be responsible for coordinating project activities, providing technical support, and ensuring that the project aligns with ILO policies and strategies. The position requires collaboration with various stakeholders, including government agencies, social partners, and international organizations, to address challenges such as low labor force participation and gender disparities in the workforce. The officer will also be involved in research, training, and the development of materials to support project objectives.
Duties and Responsibilities:
Ensure effective implementation of the project by providing technical inputs, planning, monitoring, and evaluating project activities in accordance with ILO policies and strategies.
Manage the funds and budgets allocated to the project effectively.
Provide technical advice and support to national partners in the design and implementation of project activities.
Participate in legislative reforms and contribute to national policies on employment and social dialogue.
Conduct research and prepare reports and publications related to the project.
Develop training materials and conduct seminars and workshops.
Maintain close liaison with government, workers' and employers' organizations, and UN/non-governmental organizations.
Coordinate and promote linkages with other relevant ILO projects and share best practices.

Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field. They should have at least five years of relevant professional experience, particularly in employment policies, small and medium enterprises development, and social dialogue. Familiarity with ILO policies and procedures is essential, and experience working with government officials in labor or education ministries is advantageous. Candidates should demonstrate strong technical advisory skills and the ability to coordinate the work of external collaborators and staff.
Educational Background: An advanced university degree (Master’s or equivalent) in a relevant field is required for this position. This educational background should provide the candidate with a solid foundation in areas related to employment, social policy, or international development, which are critical for the effective execution of the project.
Experience: The position requires at least five years of relevant professional experience. This experience should include knowledge and/or practical involvement in employment policies, small and medium enterprises development, and transition to formality. Familiarity with ILO policies and procedures, as well as experience in working with government officials, will be considered an advantage.
Languages: Excellent knowledge of English is mandatory, while a good working knowledge of Romanian or Russian is considered an advantage. Proficiency in these languages will facilitate effective communication with local stakeholders and enhance the officer's ability to perform their duties in a multilingual environment.
