Job Overview: The National Consultant will play a crucial role in supporting the design and pilot-testing of innovative tools to systematically collect data on the contributions of transnational communities to sustainable development beyond remittances. This position involves adapting relevant data collection instruments to the Moldovan context, engaging stakeholders, and proposing amendments to existing data frameworks. The consultant will also support the pilot-testing of these tools by relevant agencies and compile results into comprehensive reports. The work is part of a broader initiative to enhance the understanding of the economic contributions of the Moldovan diaspora and labor migrants, particularly in light of the ongoing challenges posed by migration and the need for evidence-based policy-making.
Duties and Responsibilities:
Adapt relevant data collection instruments included in IOM’s Guidance document on capturing data on diaspora economic contributions beyond remittances to the Moldovan context.
Support the pilot-testing of selected data collection tools by engaging with concerned agencies and institutions.
Review and update the assessment of current data collection instruments relevant for estimating the economic impact of diaspora beyond remittances.
Engage stakeholders to propose amendments to the data instruments/frameworks.
Develop a Terms of Reference (ToR) for an IT company to amend and deploy relevant digital data instruments for capturing data on diaspora economic contributions.
Collect and compile results from pilot-testing into a report on diaspora economic contributions beyond remittances.
Ensure timely submission of deliverables as per the agreed timeline.
Required Qualifications:
University degree in migration studies, social sciences, politics, communication, law, international affairs, or a related discipline.
Strong background in migration policy in Moldova, including emigration and immigration, and knowledge of government structures and migration/diaspora inter-institutional coordination frameworks.
Advanced knowledge of the migration and development nexus, including practices related to investing social and financial capital accumulated abroad.
At least five years of experience in public policy issues related to migration, human rights, and local governance.
At least five years of experience in migration statistics, existing data frameworks, and methodologies.
Proven experience in developing analytical work in migration-related fields and in developing, monitoring, and evaluating policy-oriented documents.
Educational Background: A university degree in migration studies, social sciences, politics, communication, law, international affairs, or any related discipline is required for this position. This educational background is essential to understand the complexities of migration policies and their implications on both local and international levels.
Experience: The position requires a strong background in migration policy in Moldova, with at least five years of experience in public policy issues related to migration, human rights, and local governance. Additionally, candidates should have at least five years of experience in migration statistics, existing data frameworks, and methodologies, as well as proven experience in developing analytical work in migration-related fields. Experience in developing, monitoring, and evaluating policy-oriented documents is also essential, ideally within international or regional organizations.
Languages: Proficiency in Romanian is mandatory, as it is the primary language of communication in Moldova. Knowledge of IOM’s official languages, which include English, French, and Spanish, is also beneficial and will be evaluated during the selection process. Candidates may be assessed on their language skills through written and/or oral assessments during the recruitment process.
Additional Notes: The consultancy is expected to be performed from January 15, 2026, to August 31, 2026, with a total of 24 working days allocated for the assignment. The consultant will be compensated in two installments based on the completion of deliverables. No international travel is envisioned under this assignment, and IOM covers consultants against occupational accidents and illnesses under the Compensation Plan. The organization maintains a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
