Job Overview: The National Project Officer position is integral to the ILO Decent Work Team/Country Office for Central and Eastern Europe, specifically focusing on the project "Inclusive and Productive Employment in Moldova – Phase II." This project, funded by Switzerland, aims to implement Moldova’s Decent Work Country Programme for 2025-28, addressing critical issues such as low labor force participation, gender disparities, and informal employment. The role involves collaborating with various stakeholders, including the Ministry of Labour and Social Protection and the National Employment Agency, to design and implement strategies that promote decent work. The National Project Officer will be responsible for project planning, monitoring, and reporting, ensuring that gender equality and non-discrimination are prioritized throughout the project lifecycle. This position requires a proactive approach to problem-solving and the ability to work effectively in a multicultural environment.
Duties and Responsibilities:
Collaborate closely with the Project Technical Officer to design and revise annual work plans and prepare budget proposals, considering various management approaches and problem-solving methods. Ensure gender equality and non-discrimination are integrated into all project aspects.
Review and analyze work plans, progress reports, and other documentation for clarity and completeness, monitoring project activity progress and addressing any delays.
Follow up with relevant technical officers and counterparts in national organizations and ministries to expedite project implementation and meet targets.
Assist in programming and controlling project resources, preparing budget estimates and expenditure forecasts, and recommending remedial actions based on resource monitoring.
Organize and conduct conferences, seminars, workshops, and training sessions, representing the project when necessary.
Draft, edit, or translate official correspondence and public information materials into the local language.
Contribute to the preparation of background information, periodic progress reports, and statistical data on project activities.
Perform additional duties as assigned by the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.
Required Qualifications: Candidates must possess a first-level university degree in law, economics, public policies, development studies, or a relevant field. They should have a solid understanding of project management principles and practices, particularly in the context of labor and employment issues. Knowledge of the policy-making process and the ability to work effectively with government bodies and development partners is essential. Candidates should demonstrate strong analytical skills, effective communication abilities, and a commitment to gender-sensitive practices.
Educational Background: A first-level university degree in a relevant field such as law, economics, public policies, or development studies is required for this position. This educational background provides the necessary foundation for understanding the complexities of labor markets and project management.
Experience: At least one year of professional experience at the national level in project management, implementation, monitoring, and evaluation is required. Experience working with government bodies involved in policy-making and collaboration with development partners is considered an asset. Candidates should demonstrate a proven track record of effectively managing projects and achieving results in a timely manner.
Languages: Excellent knowledge of the working language of the duty station (Romanian) is mandatory, along with a good knowledge of English. Proficiency in additional languages may be advantageous but is not required.
