Job Overview: The position involves participating in the evaluation of the UNFPA Moldova Country Office's 4th Country Programme (CP) for the period 2023-202
The evaluation aims to enhance accountability, support evidence-based decision-making, and improve learning outcomes. The consultant will work within a multidisciplinary team to assess the performance of the CP across various thematic areas, including Sexual and Reproductive Health and Rights (SRHR), Gender Equality and Women's Empowerment, Adolescents and Youth, and Population Dynamics and Resilience. The role requires candidates to demonstrate expertise in at least two thematic areas and contribute to the overall evaluation process, which will take place from April 2026 to September 2026.
Duties and Responsibilities: The consultant will be responsible for designing and implementing a robust evaluation methodology, coordinating with team members, and ensuring that all thematic areas are adequately covered. Specific duties include conducting literature reviews, collecting and analyzing data, engaging with stakeholders, and preparing evaluation reports. The consultant must also ensure that cross-cutting issues such as human rights, gender equality, and disability are integrated into the evaluation process. Additionally, the consultant will collaborate with the CPE manager and provide technical expertise in their designated thematic areas.
Required Qualifications: Candidates must possess strong analytical skills, experience in evaluation methodologies, and a solid understanding of the thematic areas relevant to the CP. They should have a proven track record of conducting evaluations or similar assignments, with the ability to work collaboratively in a team environment. Familiarity with UNFPA's mission and goals, as well as experience in the field of sexual and reproductive health, is highly desirable. Candidates should also demonstrate excellent communication skills and the ability to produce high-quality written reports.
Educational Background: A master's degree in public health, social sciences, evaluation, or a related field is required. Candidates with additional certifications in evaluation or specialized training in relevant thematic areas will be given preference. A strong academic background that supports the understanding of the complexities involved in sexual and reproductive health and rights is essential.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in evaluation, research, or program management, particularly in the context of international development or public health. Experience working with UN agencies or similar organizations is an advantage. The ability to demonstrate previous successful evaluations or projects will be crucial in the selection process.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Romanian or Russian is considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.
