Job Overview: The Security Guard position is crucial for maintaining the safety and security of the OSCE Mission's premises in Chisinau. The incumbent will work under the general supervision of the Deputy Head of Mission and the direct supervision of the appointed Security Focal Point. The primary responsibilities include safeguarding staff, visitors, and property, ensuring that all security protocols are followed, and acting as the first point of contact during non-business hours. The role requires vigilance, attention to detail, and the ability to respond effectively to emergencies. The Security Guard will also be responsible for monitoring access to the premises, conducting regular patrols, and maintaining logs of visitors and incidents. This position is essential for creating a secure environment for the Mission's operations and supporting its overall objectives.
Duties and Responsibilities:
Act as the Security Guard Entry point: Screen all individuals entering the OSCE premises, check identification cards, and issue OSCE Badges according to established protocols. Maintain a log of visitors, noting their entry and exit times and the mission members they visit. Prevent unauthorized access to the premises by referring unknown individuals to higher authorities when necessary.
Patrol and guard the office premises: Open and close the OSCE premises, check night video recordings for incidents, and report any findings to the Security Focal Point. Ensure that all office machines, air conditioning, and lights are turned off after hours, and windows are secured. Monitor video surveillance systems and report any suspicious activities. Control the admission and movement of OSCE property into and out of the premises. Conduct regular patrols of all facilities and offices, checking on cleaning staff and ensuring compliance with security protocols. Respond to emergencies affecting personnel and premises, notifying the Security Guards and Security Focal Point as needed. During non-business hours, perform receptionist duties, register individuals and vehicles entering and leaving the premises, and act as a backup driver if required.
Perform other duties as assigned by the Security Focal Point or Deputy Head of Mission, contributing to the overall security and operational effectiveness of the Mission.
Required Qualifications: Candidates must possess a secondary education and a valid driving license, with the ability to operate both manual and automatic vehicles. A minimum of one year of experience in security functions within a large private enterprise, bank, or national/international organization is required. Candidates should demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into their tasks. The ability to work effectively as part of a team, respecting diverse cultural and religious backgrounds, is essential. Proficiency in Microsoft applications is also required, along with a working knowledge of English and fluency in Romanian and Russian.
Educational Background: The minimum educational requirement for this position is a High School Diploma or equivalent (GED). Candidates must have completed their secondary education to be eligible for consideration.
Experience: The position requires at least one year of relevant experience in security functions. This experience should ideally be gained in a large organization, whether private, national, or international, where the candidate has developed skills in security protocols, emergency response, and visitor management.
Languages: Fluency in Romanian and Russian is mandatory for this position, as these languages are essential for communication within the OSCE Mission and with local stakeholders. A working knowledge of English is also required, as it is the primary language of communication within the OSCE and for documentation purposes. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is a full-time contracted role under a local contract with a general services job level (G2). The monthly remuneration is EUR 647.58, subject to social security deductions, and OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. The OSCE retains the discretion to re-advertise the vacancy, cancel recruitment, or modify job descriptions as necessary. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance. The OSCE does not request payment at any stage of the application process.
