Job Overview:
The position of Local Expert on Policy Evaluation and Development is crucial for the Human Dimension Programme, which aims to assess and develop policies related to Holocaust remembrance and a culture of tolerance in Moldova. The expert will lead the evaluation of existing Action Plans for the years 2017-2019 and 2021-2024, focusing on their effectiveness in combating racism, antisemitism, anti-Gypsyism, xenophobia, and other forms of intolerance. Additionally, the expert will be responsible for developing a new policy document for the years 2027-2030, ensuring that it aligns with international standards and incorporates best practices. The role requires a commitment of up to 60 work days between May and October 2026, during which the expert will conduct assessments, facilitate workshops, and draft reports that will guide future policy directions.

Duties and Responsibilities:
The successful candidate will undertake a variety of tasks under the supervision of the Human Dimension Programme Manager. Key responsibilities include leading the assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance, supporting the development of a new policy document, and ensuring alignment with international standards. Specific duties involve drafting an Inception Note that outlines the methodology and evaluation framework, reviewing relevant policy documents and legal frameworks, assessing progress towards objectives, analyzing the effectiveness of implemented measures, and identifying challenges to implementation. The expert will also document good practices, conduct qualitative interviews, facilitate consultative workshops, draft evaluation reports, and provide analytical input for the new policy document. The role requires collaboration with public authorities, civil society representatives, and other stakeholders to ensure comprehensive and inclusive policy development.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as law, human rights, education, international relations, public policy, or social sciences. Proven experience in policy evaluation, particularly in human rights, anti-discrimination, or education policy, is essential. The ideal candidate will have expertise in equality, non-discrimination, and human rights within the context of Moldova, as well as knowledge of Holocaust remembrance and combating antisemitism and racism. Experience working with public institutions and civil society stakeholders is highly valued, along with excellent analytical, drafting, and facilitation skills. Familiarity with the Ministry of Education and Research is considered an asset, and candidates should demonstrate gender awareness and sensitivity in their work.

Educational Background:
The position requires an advanced university degree, which may include a Master's degree or equivalent in relevant fields such as law, human rights, education, international relations, public policy, or social sciences. A Bachelor's degree may also be acceptable if accompanied by significant relevant experience.
