Job Overview: The Human Resources Officer will play a crucial role in managing human resources administration, recruitment, and training for approximately 60 staff members within the mission. This position requires a comprehensive understanding of the OSCE Staff Regulations and Rules, as the incumbent will be responsible for advising mission members on these regulations and ensuring their correct application. The officer will supervise administrative staff and oversee various HR functions, including payroll management, contract administration, and employee onboarding. Additionally, the role involves coordinating recruitment processes for both international and national positions, ensuring adherence to principles of non-discrimination and gender equality. The officer will also be tasked with developing and implementing training programs to enhance staff capabilities and support their professional growth.
Duties and Responsibilities: The Human Resources Officer will be responsible for a wide range of duties, including but not limited to: advising mission members on the application of OSCE Staff Regulations; supervising administrative assistants; managing HR data entry and contract administration; ensuring new employees are briefed on their terms of appointment; reviewing payroll data and verifying overtime records; initiating talent management reports; certifying Provident Fund enrolments; ensuring adherence to end-of-service clearance procedures; analyzing HR issues and proposing solutions; issuing internal guidelines related to HR procedures; preparing and updating the Post Table; coordinating recruitment for various posts; screening applications and assessing qualifications; attending interviews as an ex-officio member of the selection board; preparing the Mission’s annual learning and development plan; supervising training schedules; and managing the Mission’s induction program. The officer will also perform other duties as required by the Chief of the Fund Administration Unit.
Required Qualifications: Candidates must possess secondary education supplemented by formal training in Human Resources Management, Public or Business Administration, or a related field. A minimum of six years of professional experience in human resources is required, preferably within an international organization. Previous experience in staff supervision or people management is essential, along with established expertise in personnel administration, job design, recruitment, or training. Proficiency in Microsoft software packages is necessary, and knowledge of an ERP system and HR quality assurance is considered an asset. The ability to work effectively with individuals from diverse nationalities and cultural backgrounds is crucial, as well as excellent written and verbal communication skills in English, Romanian, and Russian.
Educational Background: The educational background required for this position includes a High School Diploma or equivalent (GED), with additional formal training in Human Resources Management or related fields being highly desirable. This educational foundation is essential for understanding the complexities of human resources administration and the application of relevant regulations and procedures.
Experience: The position requires a minimum of six years of professional experience in the field of human resources. This experience should ideally be gained in an international organization, where the candidate has had the opportunity to develop a comprehensive understanding of HR practices and regulations. Previous supervisory experience or experience in people management is also necessary to ensure effective leadership within the HR team.
Languages: Proficiency in English, Romanian, and Russian is mandatory for this position. Excellent written and verbal communication skills in these languages are essential for effective interaction with mission members and stakeholders. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position is a full-time, fixed-term contract with a monthly remuneration of EUR 935.16, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise or cancel the vacancy, offer appointments at a lower grade, or modify the job description or duration. Candidates should be aware that expenses related to interviews, tests, visas, and relocation will not be reimbursed by the OSCE.
