Job Overview:
The National Consultant for Women’s Economic Empowerment (WEE) Programme will play a crucial role in supporting the implementation and coordination of UN Women’s WEE initiatives in Timor-Leste. This position involves providing technical support and capacity development to program partners, building strategic partnerships, and facilitating resource mobilization efforts. The consultant will also be responsible for establishing advocacy networks at the national level and linking them to international networks. The overarching goal of this role is to enhance the economic empowerment of rural women, enabling them to influence policies and advocate for their economic rights. The consultant will work closely with rural women to strengthen their capacity to analyze and make recommendations that influence policy, thereby contributing to their economic autonomy and security" style="border-bottom: 1px dotted #007bff !important;">security.

Duties and Responsibilities:
The National Consultant will be tasked with several key responsibilities, including:
  • Providing technical support on the implementation and coordination of the WEE programme and initiatives at the country office level.
  • Assisting in building strategic partnerships and mobilizing resources to support the WEE programme.
  • Offering technical assistance and capacity development to program partners to enhance their effectiveness.
  • Supporting the establishment of advocacy networks at the national level and facilitating linkages to international networks.
  • Ensuring that all activities are conducted with a systematic application of the Age, Gender and Diversity (AGD) perspective, which should be integrated and documented throughout the assignment.
  • Delivering monthly reports summarizing the technical support and assistance provided, including details on partnerships, coordination efforts, and capacity development activities.

Required Qualifications:
Candidates for the National Consultant position must meet the following qualifications:
  • Must be a Timor-Leste National.
  • A minimum of secondary education is required, with a diploma in Public Administration, Business, Finance, Accounting, or a related discipline being an added advantage.
  • A minimum of 2 years of relevant experience in administrative support, business, or program/project support is essential.
  • Experience in liaising and coordinating with national counterparts and civil society organizations is advantageous.
  • Previous experience working with UN Agencies or other international organizations is also beneficial.
  • Proficiency in English and Tetum is mandatory, with additional language skills considered a plus.

Educational Background:
The educational background required for this position includes at least a minimum of secondary education. A diploma in relevant fields such as Public Administration, Business, Finance, or Accounting is preferred and will be considered an advantage. This educational foundation is essential for understanding the complexities of economic empowerment initiatives and the administrative tasks associated with the role.

Experience:
The position requires a minimum of 2 years of relevant experience in administrative or business/program/project support. Candidates should have a proven track record of effectively coordinating with national counterparts and civil society organizations. Experience working with UN Agencies or other international organizations will be viewed favorably, as it demonstrates familiarity with the operational context and expectations of such entities.

Languages:
Proficiency in English and Tetum is mandatory for this position. These language skills are essential for effective communication with stakeholders, partners, and beneficiaries. Additional language skills may be considered advantageous, as they can enhance the consultant's ability to engage with a broader range of communities and stakeholders.

Additional Notes:
The consultancy is expected to last for approximately 6 months, with the duty station located in Dili, Timor-Leste. The consultant will work under the direct supervision of the Program Officer, who will ensure the quality of the deliverables. The consultant is expected to use their own computer and necessary software for the tasks and will need to cover their mobile phone communication and internet costs. UN Women will provide support materials and cover travel costs to municipalities as per their rules and regulations. Payment will be made upon submission and satisfactory review of deliverables, with a structured schedule for monthly reporting on the technical support provided to the WEE programme.
